I'd argue it is a better Erratic Portal, it was mostly used on your own creatures anyway due to the "can be stopped if they pay 1 mana" clause of Erratic Portal.
In the right deck, it can be hilarious as you keep bouncing and replaying creatures with come into play abilities to gain card advantage. Definitely a control and combo card. I like it.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
Seems slow and clunky, however with some interesting ETB effects it could be busted. Anything that pings for 2+ damage upon entry this could get nuts. Now only if we had Nekrataal...

first thing i can think when i read the card's name and see its art is "damn this dungeon is too op i need to get back to tristam" surprised no one said anything about diablo lol

You mean the much less restricted Nekrataal that was printed in Rivals of Ixlan? Yes, it lacks first strike, but same casting cost and it can kill Black and/or Artifact creatures.

It think it's worse because you can only use it on your turn. Erratic Portal might cost one more but it is the same thing except you can use it on any turn plus it can be used to snipe something of your opponents if they're forced to tap out. Maybe having it be on every turn would have busted limited or something. Still think I like this set over all though.

If your opponent taps out when you have erratic portal out, they're bad MTG players. Erratic Portal was primarily used to bounce your own stuff when it was legal in standard/extended.
I know that, but not only will your opponents sometimes make mistakes, it's also possible for an opponent to be forced to tap out in response to something you or somebody else does. Especially in EDH, w hich is where I imagine cards like this and Erratic Portal will get played. Not to mention Erratic Portal can be used on any turn, it's just a better card. The 1 mana decrease doesn't make up for anything, at least as far as I can tell.
