Rotting Regisaur looks VERY, VERY breakable. You get a 7/6 body off a single Dark Ritual and it's a ready-made discard engine for reanimator strategies.

The two dinos look good, but dang 3 for a 7/6, I think this Dino can also make the Scavange EDH decks. The raptor is a slightly different Heartless Summoning.
Marauding Raptor is also pretty solid. Good tech against RDW and White Weenie while not going into the RDW either. Probably a good starting place for a Big Red with Ilharg and the new Cavalier. At least in standard.

You do realize the Raptor only triggers on creatures entering under your control, right? I fail to see how it interacts at all with RDW or White Weenie, other than being a 2/3 for 2.
Now, about the black dino that's an incredible low drawback for such a big body at 3 mana. Not only that, discarding can be even an advantage and an engine for many decks and archetypes. This thing definitely will see competitive play somewhere. Not to mention that with empty hand the drawback is straight non-existing, making him a great topdeck in late game too. Ok no evasion and no protection but we can't have everything from life. It's already a very good guy on its own. Never saw in all magic history such big non conditional stats (for example counting creatures in play or graveyards) at just 3 mana with such an easy work around drawback

Others have already said it: but in any Constructed deck, Rotting Regisaur will have a non-drawback because it will be built around. The drawback is really only to keep it from running wild in Limited.
