The fact it impacts loyalty abilities means this may actually see Standard play. Loyalty abilities don't cost any actual mana, so if you can untap with a PW, you can use that 4 mana to do some nasty things.
Wait this + shock + Ral + expansion is 4 copies of shock + 8 triggers from Ral, if you don’t use expansion But instead ral’s minus You get 7 triggers + 5 copies of shock (more reliable and 17 damage by turn 5). With leyline of antecipation you can combo kill on turn 5, looks like ral + copy spells will be a real deck lol

There are so many abilities that could be totally backbreaking with this thing. Even something like Davriel, Rogue Shadowmage into this to force the opponent to discard 3 sounds good. Vivien, Champion of the Wild into her -2 next turn, with this thing letting you get 9 cards deep into your deck and picking out 3 creatures.Never mind more expensive planeswalkers, like Sarkhan the Masterless being able to make 3 4/4 dragons.
But let's be honest, the dream with this thing isn't in standard...oh no. The dream, which may never be realized, is to use this play as many consecutive Goblin Games as possible.

The way it works is that you activate Ral, then play this. Ral's trigger copies this, then you let the copy resolve. You respond with Expansion, targeting the original spell. This thing's trigger copies Expand (twice, but that doesn't matter), and you have the copy Expand target the original, going into infinite copies.
Yeah, it's a bit convoluted, but I've seen a deck based around it. Not saying the deck was good, but it works.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
