Return all nonland permanents to their owner's hands.
If you return four or more nontoken permanents you control this way, you may put a permanent card from your hand onto the battlefield.
Board wipe and cheat in Emrakul, got it
Seriously this card in multiplayer is cyclonic rift #2

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
This card is really good. Really really good. At the very least you'll get to put your best permanent you had on the board back into play...or Omniscience..just saying.
Seriously thinking about this for my Will & Rowen Kenrith commander deck. The tempo on being able to return all permanents, then putting Will back into play just seems like the sort of play from behind that can make you go from losing to winning in a single card. It will probably only cost me 2UU as well with Will [-2] cost reduction ability. Ahh yeah.
In MtG, even crying can be cool (although the name is probably meant at least somewhat metaphorically - but still).
Throwing some mana dorks/rocks onto the battlefield and then casting this turn 4 or earlier to cheat in something big is probably the way this is going to be used most of the time.
nowhere near as powerful as rift. even in multiplayer. Rift is instant speed and also leaves your board completely intact.
Its not a bad card, just not rift 2.0
I know this is not as strong as cyclonic and i hope that we will never get a card that is strong as cyclonic ever
However this is still the closest thing we have and sometimes it can even be better. With cyclonic you can't wipe on turn 5-6 and then slam a blightsteel colossus, with this you can. Niche advantage, but it's still something

Aha that’s why yangling wasn’t in war of the spark they saved her for core 2020
And omniscience is the best target to cheat out by far that’s the only way to get it to cyclonic rift level boardsweep because it’s a 100% chance of getting your stuff back plus some new stuff
(Although it might cause everyone to concede though)

since the deck would have dorks, maybe the combo can even be casted with spell pierce backup? FoN also as additional protection.
Only question is what is the best high cmc permanent should be the payoff for going through all that setup?

That actually isn't an explanation, since all the others PW from this core set got already a card in War anyway....
The reasoning was even simpler, they only had 36 slots, and they wanted to introduce a handful of new characters one of which was blue, so some planeswalkers had to be left without cards once the new and the necessary walkers got slotted in.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).

As powerful as Cyclonic Rift is, this isn't going to be close, but it's still quite strong. By the time you cast this you're always going to get your best permanent back on the board and be ahead in the tempo game.

Lapsed DCI Rules Advisor - Retired from playing but still hanging around
Going to have to agree with what most people are saying here. If you can bounce everything, play Omniscience, and replay everything of yours for free, that's probably GG right? I mean, Nissa, Who Shakes the World decks are definitely going to do that right? They could probably hard-cast Omniscience in the late-game anyway. Is that better than a big Mass Manipulation? I don't know, will be interesting to see.
This is a crazy, crazy good card. Float mana from your rocks, bounce your rocks, disrupt everything your opponents have on board, get something crazy for free, replay your rocks, continue your plays? Yeah I'll take it.

You can even get a permanent that's better than your previous one, this card is awesome
