I'm a little confused by the wording, does the opponent choose if it goes on the top or bottom of their library, or do you?

Owner chooses since the owner is the one putting it there.

It's an interesting spell but I think the restriction is too harsh for it to see much play, perhaps as a sideboard card though. But then there are so many alternatives.

I'd sooner run Flashfreeze for Modern in the board, since the owner gets to choose where to put it. And the general variety of decks in Modern preclude running color hate cards that waste sideboard options.

These aren't "hate" cards in M20 so much as "dislike" cards. Celestial Purge isn't as limited Devout Decree, and it's an Instant vs Sorcery.

If you made the choice this could have seen play alongside painter's servant and the blasts, as is it feels like a bad mash of Flashfreeze and Unsubstantiate

All of these hoser cards are sideboard cards.

I liked this card a lot when I first read it and didn't understand it. Now I'm just underwhelmed.
