Pretty amazing card for Commander. Maybe not the most powerful tutor ever, but the room for political mindgames is amazing. Plus, a unique take on black's high risk, high reward approach.
A way to make control decks even more consistent in Standard... Especially if they have a way to either mill or shuffle their opponent's libraries.
Note that at the moment millstone is still in standard.
Powerful card, but I can't say I like having it in standard.
Excellent EDH card, fantastic art and flavor, this one is a home run.
It's not totally irrelevant that this could be even more powerful in B/x mill strategies like with Geth. A 1 cmc tutor that the downside can be eliminated or even take advantage of isn't bad at all.
Given how easy it is to include ways to negate the downside of letting your opponent tutor in all formats, some of which already run cards to do so, I don't see this being cheap.
This also enables free Archive Traps in Modern, as it is a force search. Magical Christmas land hand is this, a black source, and 4 Traps. Turn 1 deck gone, barring Force of Negation

Shuffle when put into the graveyard effects also stop this, would need Leyline of the Void in the opener to avoid that
Wording is weird. It's as if they start the card by making you think it won't target, as "choose" is the word of... choice (pun!) when a card does not target. Why is it not simply "Two target players each search their library of card ... bla bla"? Shorter and clearer.
But hey, it's power with weird Seb McKinnon art, so it can do what it wants.

We officially have the strongest card ever made for that format.
Anyway I think I will start to run a Seb Mckinnon EDH art tribal, with Aminatou, Fateshifter as general (also this card is perfect for that deck)
Edit: nevermind I read Ashiok. Doesn’t work.
As for the card, it's a really good tutor despite the downside. Can see play across all formats.
