Word on the street is, that some people actually like Field of Ruin. I mean, it's only the second most played land and sixth most played card in Modern right now. Can't imagine the demand for killing your opponent's prize nonbasic land and making him replace it with a basic.
(Of course, its utility within pauper isn't so much, people aren't flipping Azcanta's in pauper. This card obviously wasn't designed to satisfy Pauper players).

Tron lands aren't the only targets for this spell in Modern and Legacy, and most decks run very few, if any, basics, so the drawback basically doesn't apply.

Stone Rain is a bad measuring tool within the design space due to its age.
It replaces the land. It is sorcery speed. Its a net ZERO LD card. It doesn't slow the net land curve and would be fine at a 2 cmc. Stone Rain IS the measuring tool for LD and will be for the future. As the card stands no one outside of draft will play it in a competitive environment. Comparing it to Lands like Field of Ruin or Ghost Quarter is the old apples to oranges argument. Compared to other 3 cmc LD spells this one falls short. WotC is so hesitant about LD in modern. Pauper which has a plethora of 3 cmc LD spells in RB & G only sees rogue LD decks every once in a while. They went conservative (as usual) and should have pushed it on this one to 1R. And it still may not have popped up in anything but a SB in constructed.

It is a net zero (you’re down 0 cards, opponent is down 0 lands). Stone rain is a net zero (you’re down 1 card, opponent is down 1 land). Field of Ruin is a net zero (you’re down 0 lands, opponent is down 0 lands).
This really is virtually identical to field of Ruin, except in counterability. Field of Ruin effectively costs 3 mana (2 plus tapping itself), allows your opponent to search and replace his destroyed non basic with a basic, and lets you do the same so it replaces itself. This costs 3 mana, allows your opponent to search and replace his destroyed nonbasic with a basic, and as a cantrip it replaces itself.
Can you tap the sorcery for a mana each turn? Nope.
Apples and Oranges. Not an even comparison.

Cloudshift was my all time favorite spell and this is as close to strictly better as is possible. I love this card!
