LD + draw card is not bad. It's card neutral for both players, but in limited you can deny a color, in constructed you can deny a tron piece. I like that it's a kind of mirror of field of ruin: instead of its user being a land down but you search a basic, the caster is a card down but draws a card.
Ephemerate is great in limited: choose one or more:
Universal Automaton seems like a pretty decent Metallic Sliver equivalent, and in any case it's a 1-mana colorless changeling, which has its uses.
Magmatic Sinkhole is premium removal, bar none. Red decks in Pauper (or maybe even elsewhere) could pull off casting this for 1R or even R at a good enough rate to make this worth playing.
Geomancer's Gambit is good and could see play for the cantrip effect alone.

Defile is incredible removal for Pauper. In a lot of cases it's a strictly better Dismember.
Faerie Seer is great card advantage but I'm not sure if it has a home anywhere, especially given that Delver of Secrets is still the premier blue 1-drop in Pauper.
Universal Automaton is neat-o for tribal, a 1/1 for 1 is nice in any deck that needs the creatures.

One of the nice upsides with Cloudshift was that you could permanently steal an opponent's creature after Threatening it, etc.
Yeah, I only noticed that "under its owner's control" clause after I reviewed the card. It's still pretty good but I guess it's not strictly better than Cloudshift.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
Given that there is already a deck that runs Miscreant and Sprite that just got hit with bans pretty hard, I know I will try this thing out. In my Mono-U I have 5 open spots so this seems like an easy drop in to try out.
Please, mill me. Mill my important cards. Mill my lands. Mill it all. Because I will still deal 20 damage before you can mill 45 cards most every time.

Faerie Seer could be great in aggro decks mixed in with Faerie Miscreant and Spellstutter Sprite. I wonder if this makes a Faerie deck viable in pauper.

Universal Automaton IS a 1/1 Pirate.
It's also a Mutant Ninja Turtle, if that helps at all. But yes, you still get both of those things.
Defile is just a great card all around, especially for Pauper.
4 mana and 2 cards... to get 6 cards and a 2/2 flyer... seems OK.
