I fail to see how cards like this couldn't be printed in a normal Standard-legal set. I can understand it for commons and uncommons where limited is a factor (though I really wish it wasn't), but I expect Rares/Mythics to clearly be something they wouldn't (re)print in a Standard set. Otherwise, what's the point?
Well this can be good vs humans, kills thalia, noble, and some more. But being a creature makes it vulnerable to reflector mage.
Maybe they didn’t reprint engineered plague as a enchantment soo goblins don’t straight up need to burn out the oponent. Tho I don’t see it being that good vs most of the creature beatdown decks

It could be, just wasn't. A card has to fit an environment. Plague Mare and Goblin Chainwhirler are already in Standard, so redundancy is also a factor.
Some cards in this set could be printed for standard, I fail to see your point. MH1 isn't supposed to print only cards that can't fit in a standard-legal set.

This is a pretty good one. I even prefer it to Engineered Plague since it can be cheatedintoplay, sometimes evenuncounterable, can attack or block, trade up thanks to Deathtouch, and even if they remove it you already got value by taking out several X/1s. Solid card all around.
Carrier is one of the coolest and most flavorful creature times of old and I am so happy to see it come back! As people have said Engineered Plague on a stick is sweet and this card looks like a nice answer to the tribal running around in the set as well as potentially humans and goblins (if that becomes more of something) in modern.

So the purpose of MH1 is to print 10 cards that might be relevant for Modern and would break Standard, and then put 250 Modern-irrelevant cards or Standard-acceptable cards around it? Sounds like a great idea for a product.

Most, if not all, of the current hate in Standard is "this turn" kind of effect and it's hard to gauge how powerful this is as a static ability. Obviously Humans get their Lieutenant's online faster on curve than this guy but on the rare chance that you play him into an empty board against humans a significant portion of their cards just get turned off. Now, that's fine for Modern but shutting off mono red or mono white aggro in standard seems nasty. They've very clearly been comfortable printing answers into Standard with older formats in mind - Fatal Push being the example that comes to mind first. But turning off half of a hand, I don't think they'd ever want that in Standard. Plague Engineer has the potential to be format warping.

Because you are apparently very bad at assessing raw power level.
This card would be maindeckable in standard, and straight up would win you some matchups when played and draw on curve.
Lets say you would maindeck this in Sultai Midrange, your winpercentage against monoblue, monored AND monowhite shoots through the roof.
Meaning you can just tweak the rest of your deck and sideboard to make it favourable against the control and combo matchups.

The Internet was a revelation to me, I never imagined there are so many idiots on this planet.
The fact that this is a creature makes it way more appetizing for my Phyrexia-themed EDH deck. Monoblack just has a far more easy time recurring and otherwise fiddling around with creatures than artifacts.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
