Very well-designed card; growing it to 4/4 giving it protection from instants requires one to invest 3 mana, but leveling up at sorcery speed can potentially cause a huge tempo loss if it is removed in response to the third activation.
It is certainly threatening enough to justify holding instant-speed removal for, as well. (unless you got a board wipe or a roast)
This one might be good, a 2/1 for 1 baseline feels good enough, but the protection should've been starting at level 2 and being a 3/3 to curve it into protecting itself. Which kind of deck wants this?
This set may not be perfect from all points of view, but man, isn't it nice to see all these delicious mechanics and callbacks together? Not gonna lie, playing any Standard set after this will feel like fasting.

@ no Level it's the average 1 mana 2/1, which is still viable in fast decks. Unfortunately @ Level 3 its evolvin, which means it's not possible to go: Turn 1 this, turn 2 evolve d:(
But the Level up-cost is cheap & colorless, so gives you highest freedom of when to level up.
The protection in its second state is great on one hand, since most spells to target it, are instants. On the other green pump-spells are invallidated d:( 4/4 is a good size to be.
Final state is Mini-Progenitus. But only after have invested 8 mana.
Though high flexibility when to want to invest.
What Deck wants it ? It's soo good ! @ any state
Seems like a good anticontrol card. It puts on early pressure and lets you use your mana efficiently. Protection from instants basically means removal is dead against it, and then you can level it up more if they have colonnade up to block. There are likely better options for fighting control, but I'm a sucker for the level up mechanic.

I can only imagine that this is what timespiral spoiler season felt like. I love seeing all of these call backs and mechanics and the new design space they are trying out! This card looks fun. Not broken but can provide a late game threat once you run low on gas. I am excited to see how it performs.

The problem with level up is you can only level up at sorcery speed. It can lead to some big time blowouts. This is definitely the best one, beating out student of warfare by quite a bit.

A Savannah Lions for G is meh. A Savannah Lions with a mana sink attached to it is fine. A Savannah Lions that can win the entire game by itself if left unchecked is definitely something to be excited about.

Literally any deck that runs out of steam and is trying to be agressive could use a mana sink with a relevant body.
The easiest comparison to this card is Scavenging Ooze. Both are small creatures that use mana sinks to grow. Scooze has the advantage of being Graveyard hate, which admittely is VERY relevant in Modern right now, and that 1 lifegain is neat, but Hexdrinker has a lot of advantages over the Ooze. 2/1 for 1 is much better than 2/2 for 2, generic mana cost instead of G is much more relevant in a format filled with Blood Moons, not relying on graveyards to grow is neat and the added protection to Instants is extremely useful when everyone and their mother runs Fatal Push and Path to Exile.
Is it a game-breaking card that will change Modern forever? No, but it's still very good, and "dies to removal" is a bad argument when said thing costs 1 mana.

Titan decks, Vizier decks. And now that the right sink has come along, plenty of green decks. The problem with mana sinks in Modern is that most decks are so efficient that they won't have 4+ mana to spare, and most sinks don'the care about putting 1-2 per turn. Ballista is the best sink in the history of Modern, and after the initial cast, you can only do increments of 4. Stompy can empty their hand and do this, ending with the best late game an aggro deck gets. This requires a bit of mana to get good but you pay in installments that don't hurt if you lose it. I am not saying it's going to be a powerhouse on Modern, but if the average Modern deck will ever get a sink, this is it.
