This looks quite good, and the fact that UR Limited Archetype is 'cares about card draws'... I mean, playing the Djinn and then this next turn allows the Djinn to Bolt anything. YIKES.

Sure its not an actual Bazaar of bagdad...But a 3/4 flyer for 3 with card filtering if not straight up graveyard interaction.
Then again, its modern i guess.

Is there a downside to this if you cast it with an empty hand? It doesn't say " When this ETBs Sacrifice it unless you draw two cards then discard three..." If you have an empty hand does this jut hit the table as a 3/4 flyer with no downside for 3 mana?
Awesome card, going to see play in a lot of formats, drawing two, discarding three is powerful, particularly at 2U. That it comes with a nice 3/4 body is just gravy.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
Is there a downside to this if you cast it with an empty hand? It doesn't say " When this ETBs Sacrifice it unless you draw two cards then discard three..." If you have an empty hand does this jut hit the table as a 3/4 flyer with no downside for 3 mana?
Yup, just like Bloodrage Brawler which I call "Smart Minotaur" because it basically says "You don't have to discard a card if you have no cards in hand."

If you have an empty hand with this, you draw two cards and then discard them. You don't just do nothing.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
OK seriously, why does this have such a good body? That's ridiculous efficiency for GY based decks or even if you just wanna filter down.
Presumably because it's card disadvantage? If I have any other cards in hand when I play this, I'm down a card. If I don't, I'm a blue deck that just proclaimed to the world that I have no answers.
I mean, I'm not saying that the downside balances the upside of a very efficient body and dumping cards into the yard. I'm just pointing out that this costs you a card in addition to playing it. And creatures that cost you more than 1 card are historically given very good rates.
Blue is balanced because it doesn’t get good creatures
