Many times has a writer in Wizards said so, because of the plain and simple fact that it's too powerful for what it costs. x/3 creatures shouldn't be able to die at instant speed for one mana without a signifigant drawback. (like PTE giving you a land)

I'm starting to re-think my pre-orders for this set. It's not the crazy powerhouse I was thinking it would be. It's not even blowing my skirt up as much as many of the cool new cards in the last half a dozen sets have done.

That's my thought, if you're in a casual/multiplayer format where your deck is 'flicker things' or 'revive things' this is a perfectly fine 60th (for 100card)/34th (for 60card) add.
Not amazing, but it's fine. Just very outside of what the set purports itself as.
