Wizards lost a golden oportunity on not doing a generic planeswalker card. like:
Planeswalker Brigade5
Legendary planeswalker (no type)(maybe commnon for pauper )
The “legend rule” doesn’t apply to cards named planeswalker brigade.
+1: do one of 3 effects at random (simple effects like scry 1; creatures you control gets +1/+1 ueot; draw a card then discard a card at random; etc)
-2: do one of 3 somewhat powerfull efect
and in the art show alot of diferent walkers, and during the set make cards of eternal killing the walkers of the brigade...
I think we all know that in 1-2 years we will have to say "no, there was more planeswalker casualities in the set, but just 36 walkers protagonists in it"
The cleaner and easier way to do this would be to drop the Legendary supertype, then you wouldn't need the "Legend rule" clause.
Arboreal grazer is a nice concession on them not wanting to have two one drop mana dorks. As long as you havethat second land it's actually better in the sense that they can't remove the land.
Sakura-Tribe Scout feels more powerfull to me than the grazer, especially in the context of their respective sets (i.e. the moonfolk that bounced your own land). Thats not even considering how much stronger creatures have gotten on average since.

The scout has to last a turn before it has an effect so you can't benefit from the acceleration until turn 3 at the earliest, while the beast immediately works, has a far more impressive board presence, and is legal in far more sets. I'd say that's going to make it better for all but a very tiny number of decks that constantly replenish lands in their hand and need ways to keep putting them on the board.

Scout has the same speed, as you can produce +1 mana the turn after you've cast it, as its earliest ramp. The scout is vulnerable to removal, but the land enters untapped so it can ramp on turn 2. But besides just continuing to drop lands on following turns, the scout lets you see an additional card before you activate it, increasing the odds you'll have lands to use its ability, and letting you dig deeper with draw/search effects. This doesn't, it has to be in your hand with the lands. Although in fairness, the scout plays worse with EBTB lands than this, since its better to drop them on turn 1 with a redundant tapped clause- but using any ETBT lands or colorless lands reduces the odds of landing this turn 1 anyway

While true in theory, the practical reality is that they just went though a wave of "Hey, you know those first 120-or-so Planeswalkers we printed that don't say anything about being legendary on the typeline but we want you to treat as legendary now? You know how you just got used to assuming that all planeswalkers were legendary even if they didn't say it because the vast majority of printed planeswalkers in existence are-but-don't-say-it? Well let's add *one* exception and just see how well that plays."
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Arboreal Grazer looks seems really good. Honestly it can even replace Elves in certain decks.
Doesn't die to turn 1 shock, blocks alot of aggro creatures earlly in the game, hell, even blocks a flier with Curious Obsession. it might not add an extra mana in a sense compared to mana dorks, it compesates with better board presence and feels better in the current meta.

(as was pointed out: you missed the scout does not tap the land). My point was mainly aimed at the many people comparing Arboreal Grazer to elvish pioneer and found it to be power creep. I did not agree with that since I feel that it is comparable in power level to Sakura-Tribe Scout, which was a decent card but nothing extraordinary (I had some fun with it together with Meloku the Clouded Mirror and glare of subdual then that was in standard but it was just a for fun deck - that said, I even won a game based on using those for instant speed mana fixing - tap island + forest, return the forest using the blue mana, put it back in play with the scout) - I mean, it is not exactly the card most think of when they want a mana accel card that starts with Sakura-Tribe (however restrictive as that is).
