This might actually be one of my favorite Sarkon's next to the rakdos colored one. I love that he turns all of your planeswalkers into dragons, that would be a fun way to win in limited.

First and second abilities kinda don't combo with each other.
They don't. But the alterative design where they did (making planeswalkers dragons until your next turn) would be problematic too (having your planeswalkers in creature form during an opponent's turn opens them up to all sorts of sorcery-speed-creature-affecting removal).
I'm guessing Sarkhan Vol looked up The Ur-dragon decks on EDHREC and saw that a lot of people just shoehorn almost every splashy planeswalker they have into them so Sarkhan's like "I'm going to be a win condition for that."
Still though I'm kinda not entirely sure as to how to evaluate this card. Both dragons and planeswalkers have relatively high mana costs and its difficult to put a decent mass of both into even an EDH deck.
I will say I just love the idea of Nicol Bolas and Ugin transforming into 4/4 dragons.
Sarkhan gets consistently cool designs that are still simple. A Day of the Dragon for your planeswalkers is a neat extension of his abilities and really on-theme for the set.

This is a fine iteration of Sarkhan, this means he goes into Dragon EDHs if not simply for his static ability, its a great firewall against mass enemies.
Here's hoping Narset combos with his +1 just 'cuz I totally want to do a deck based around the couple.
Also, no Haste given to the Planeswalkers? Wonder how many people will die in the prerelease to a Hasty-except-not-really Dragon 'walker.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Seriously though, the abilities are super cool. He doesn't give haste though? Kind of a bummer. Guess you'll almost always -3 him to start.
