If Ashiok mills one of those cards, it exiles all opponents' libraries first, then the triggered (shuffling) ability goes off. That opponent will shuffle their empty graveyard into their library. (Effectively, they just shuffle their library.)

Mill 20 in Limited in huge and this even exiles the opponents GY which stops recursion. Multicolored formats tend to be slow so this is going to be a bomb there.
Everyone talking about milling the enemy and all I can think of us how juicy this could be with Primevals' Glorious Rebirth.
Because the loyalty ability exiles OPPONENT graveyards and not the same target as the mill, there's some real use to this thing for getting your own library into the graveyard and getting better access to those cards yourself, while still hosing opponent graveyard shenanigans.
This is good in Eternal formats. Can be used in black or blue decks. Can enable graveyard strategies for yourself while denying for your opponent. Turns off tutors and fetchlands, for your opponents only. Really strong card.

While I am very sympathetic to UB players wanting something other than mill, expecting an Uncommon Ashiok PW to be something other than Mill I think is a bit too much. As noted, this card is a 3-mana answer to the biggest issue surrounding mill decks (cards that simply won't go away), while also milling.
Ashiok is really good. I can't wait to play it in several Commander decks, and I dread playing against it with nearly all of them. Restricting search and exiling graveyards is powerful hate.
An actual eternal playable uncommon walker oh jeez. I was not expecting that! I will also be running this in modern sb's. It reasonably hate vs a lot of decks from scapeshift and amulet to dredge and Phoenix (admittedly not perfect for the last two). Standard has basically no use for this, but since I have mo use for standard I will be sleeving up some ashioks.

I wonder if this version of Ashiok could combine with Allegiance Kaya..? Every use of Ashiok's ability increases the damage of Kaya's ultimate by 4..

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I think you'd use the [-1] on yourself to put cards into your own graveyard for reanimation, and then spells like Living Death are way better as opponents are left with no graveyards.

Ashiok's gender is unknown. They are referred to by the singular 'they/them'. Not he or she or it.
I am keen to use this version of Ashiok in my Lazav the Multifarious EDH deck. Fill my graveyard and as a nice side bonus nerf graveyard tech and stifle searching libraries? Very good for so cheap.

They put stranglehold/mindlock orb on a walker
And the -1 is literally number 3 on phyrexian scriptures and mill 4 on somebody
And it loops around the eldrazi titans shuffle trick since the ability will resolve before that one goes off
Oh one more thing you might want to look at the background of where she is.
