Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Nice to see the Azorius and the Orzhov working together.
The card seems playable in commander.
I have my doubts. In a duel, the lifelink should help offset the crackback attack from the single opponent you stormed after this. In a multiplayer game, you'll have multiple opponents all able to crack back at you to try to claw back all that life you gained.
The "unlikely alliance" / "the enemy of my enemy is my friend" trope is one of my all time favorites. I love these.
I loved it when they used the trope in Eldritch Moon and Battle for Zendikar, too.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
That is the least Orzhov flavor text this card could have besides "Exploiting people is bad, actually".
Well, order benefits the Orzhov, too. And the Orzhov do haveenforcers, though maybe not the kind you'd associate with enforcing the law.

I kind of took it as a joke that the Orzhov agrees because they know the law isn’t properly enforced on them. Not sure if I can word it properly, but the idea I had seemed funny enough.

Agreeing on order wasn't the main subject of the first statment, it qas the idea that order benefits everyone. Orzhov really couldn't care less about benefitting others.

While this card isn't as flexible, that lifelink mitigates the risk of crack back if you don't win the game in one shot.

Gideon's Avenger can get big and swing for a lot of damage. Especially in multi-player games.
Verity Circle is the best with these mass opponent creature tap down cards.
