You can pick the same targets since the original Finale of Promise hasn't resolved yet, so the cards are still in your graveyard, but it won't accomplish anything else. The copied Finale of Promise will resolve first and allow you to target the same cards, but once the copy resolves, they won't be in your graveyard once the original Finale of Promise goes to resolve, and it will fail to resolve since it has no legal targets.

Im not familiar with it, but there is a lot of older lore I am not familiar with.

One annoyance with this and the 0 mana spells in modern is that you would likely like to run cascade and nothing else under 3 than the 0 cost cards, and this cost 2...

Does the first part allow for extra costs like Kicker?
If so, would that Kicker effect be carried over to the copies?
Yes, you can pay the kicker cost since it is cast (you will need to pay though). I think the copies should copy the fact that you kicked them too, but am unsure.
Yes, the copies will know they were kicked. They won't be happy about it, but they'll resolve as if you paid their kicker costs.

Are they going to kill off (or severely neuter) Bolas and have Niv slide right into his place as the big bad dragon?

More likely have Niv become the new embodiment of the Guildpact and free up Jace to be present in every story ever.
I'm thinking Jace dies and this is why Niv is free to become the embodiment of the Guildpact...
Jace needs to live in the event we have a future set on Vryn since he has some unresolved plot threads (and we don't know if he's given Vraska her memories back at this point), so I doubt he dies.

I'm thinking Jace dies and this is why Niv is free to become the embodiment of the Guildpact...
Jace needs to live in the event we have a future set on Vryn since he has some unresolved plot threads (and we don't know if he's given Vraska her memories back at this point), so I doubt he dies.
I'm just going to hope that they're willing to put real stakes into the story. On one of the Gideon posts I mentioned that it appears that the cloth Gideon wears around his waist looks like a tattered bit of Jace's cloak (similar to how Ajani wore the cloak of Elspeth after she was murdered). We could do flashback Jace - or maybe his conscious somehow survives - would be cool if he tossed his conscious into the Wanderer and then the Wanderer sought out to finish his story on Vryn.
More fuel for as foretold style decks looking to abuse suspend cards.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

God tier - yes, we have seen the spoiled card. Planeswalker - probably not.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
This can go pretty hard with Thousand-Year Storm. I am not sure which cards are really legal with it off the top of my head but like Preordain into Shock into this for 4 CMC (that's the 6 mana used to cast TYS) is 1 preordain, 2 shocks, 3 Finale of Promise which then casts that Shock (4 more copies) and Preordain (5 more copies) and all the 1 and 2 mana instant and sorceries you've cast to stay alive until you resolved TYS. Just at this point Lightning Strike is lethal.
Right?
