I love UG utility cards. This seems great. Makes toolbox much better since Prime Speaker Vannifar doesn't always survive. This comes down earlier, and can even turn a 3 drop into Vannifar, making her a 3/5 and thus out of Lava Coil range. This might actually make Vannifar much better in Standard.

One +1/+1 counter. See this ruling from Pir, Imaginative Rascal: "Pir’s effect can’t apply to itself as it’s entering the battlefield or to any other permanent entering the battlefield at the same time as it."
Turning a Frilled Mystic into a buffed Biogenic Ooze or Roalesk for 2 seems pretty good for standard. Not to speak of possible shenanigans in older formats.
heh, at least the lack of enemy-colored odyssey filterlands stops this from being a turn 1 win with the right magical christmasland hand. Its still a more reliable turn 2 combo than eldritch evolution for the same deck, just a harder mana cost. Because if you could start the game with an UG filterland, simian spirit guide, allosaurus rider, neoform and any 2 green cards in hand- that lets you fetch griselbrand, who digs for nourishing shoal and worldspine wurm...
of course, manamorphose does it, but now you're in like the special magical elves deepest core of christmasland
The lack of self-exile on this card demonstrates that wizards thought about how much harder it is to break this with recursion than say Vannifer. With vannifer pod all you needed was untap effects to chain infinitely into a combo the turn she activates off basically anything. With this, you need to pay 2 mana at each step, so even if you recur eternal witness -> archaeomancer -> mnemonic wall -> murasa greenwarden -> ??? -> artisan of kozilek -> "stop he's already dead", its a bunch of mana to pay.
Eat a llanowar elf t2 for an incubation druid that can tap for 3 additional mana next turn allowing you to hit 6 mana t3 if your opponent can't interact with the dorks in time. T2 you could technically have dive down up for the druid as well lol.
Seems spicy. Dunno what simic has that's worth ramping that hard into, but t3 carnage tyrant sounds kinda scary if I'm accross the table on two lands still.

In modern, the Counters Company deck has already started to shift towards Eldritch Evolution, and Neoform doesn't do much less than Evolution as they usually are looking for 2 drops anyways.
Neoform any creature into a Snapcaster Mage to recast any instant / sorcery you need from your graveyard is cool too.

You can even mini "pod" chain for 2 mana each time. 2 mana Neoform a 2 drop into E-Wit, get back Neoform, Neoform into Archaeomancer, Neoform into Mnemonic Wall, Neoform into Sun Titan, into (getting real jank now) Angel of Glory's Rise, into...
In Legacy, this is another way to sacrifice Veteran Explorer, and could get Baleful Strix or Thalia, Guardian of Thraben, or Tomik, Distinguished Advokist...

Turn 1 - Land (+ ManaDork)
Turn 2 - Land - Neoform (if mana dork you can use Eldritch Evolution instead) + Vinedryad / Skyshroud Cutter --> Goblin Dark-Dwellers --> Neoform --> Sire of Insanity (if Evolution just skip right to Sire) + (you have room, I think to run Daze/FOW)
So a pretty consistent, turn 2 way to get a 7/5 and hellbent everyone.
