Ok, someone at WOTC definitely loves Rakdos, Fireblade Artist and my girl are getting one new friend every day with the new spoilers, and this one can make the opposing sac outlets work for your own benefit, I like it.

They really really want the Bolas's Citadel to be an archetype.
I don't see the synergy.
Um... Bolas's Citadel allows you to sacrifice ten non-land permanents. Mayhem Devil triggers 10 times pinging for 10 damage in total. Citadel resolves taking 10 life from opponent. Win.
Remember, you can sacrifice both the Citadel and the Devil to trigger the abilities. In addition, you can handily tack on a few extra points with Footlight Fiend and Judith, the Scourge Diva amongst others. At six CMC for Citadel, it's not cheap and keeping 8 other permanents in play long enough for this to trigger might not be easy. But there it is.

You have this out. You activate the Citadel. You sac 10 things, getting 10 triggers off this dude. You ping them 10 times. Then Citadel resolves and they lose 10 life.

Captain's Hook isn't bad and there's a few other decent sacrifice outlets, but a really good one like Viscera Seer or Bloodthrone Vampire is what we really need. A cheap CMC to cast, free to activate, the ability itself is relevant, and it's a creature itself for the pinging abilities. Makeshift Munitions is almost there, but it's not a creature and its ability isn't free. Ruthless Knave is almost there too. If it were a 2 CMC it'd be good enough especially since this new Mayhem Devil would trigger on treasure sacrifices.

EDIT: Wow! Can't believe Grim Initiate hasn't been added to the DB, yet. He was spoiled 3 days ago.
He's a 1/1 First Strike for R with Amass 1 as a death trigger.
Grim Initiate Gives another 1 drop reuse. It's not as good with Hero of Precinct One as Footlight Fiend but the deck might just go away from that direction anyway. Gutterbones, Hunted Witness, Grim Initiate is 12 one drops Cruel Celebrant, Mayhem Devil, Judith give 12 damage on sacrifice effects. 22 lands gives us 46 cards so that's 14 left for 6 sacrifice outlets and then 8 flex slots either removal, more tokens, or anthems.
