For me, it sounds much more like easier to cast, much less reliable and weaker statwise Frilled Mystic. Access to the Mystic outside heavy Simic is interesting, but I don't think this card is very powerful, as it's very easy to play around it.
On its own it is worse than the mystic other than color weight and requirement.
The relevance of this is ultimately in Amass synergy, and we don’t know that whole story yet. Things like that amass pyroclasm ... are the things that work in a deck with this but are irrelevant to frilled mystic builds.
The difference is ofcouse that it is worse with bounce and a conditional counter. I am thinking more Spellstutter Sprite but twice as expensive and the condition is different.

Quick question: how does Amass interact with Divine Visitation? You Amass, you go to put a 0/0 zombie army token onto the battlefield, instead you get a 4/4 angel. And then...? I'm assuming nothing, but just want to check it doesn't keep looking for a non-existent army token and end up spamming infinite angels in an unstoppable loop

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
