If you activate the -8 ability with exactly seven cards in your library, you win the game when the ability resolves because it says so (if you have no cards in your library after you draw the seventh card, you win the game). In any case, you wouldn't be subject to the state-based action of losing for drawing from an empty library until the next time you draw a card.
If you activate it with less than seven cards in your library, you draw all the remaining cards in your library. The state-based action of "you lose the game because you tried to draw from an empty library" gets replaced by the replacement effect created by Jace's static ability, which actually does work the same way as Laboratory Maniac's ability.
