bolas's citadel is one of those cards that's only as good as your collection is. some people will pull it and just stare blankly, some people will be setting up a shell that can tinker into it immediately and go haywire
I'm pretty sure Phyrexian Unlife might work a bit better, although Angel's Grace does have split second.

I don't thing Angel's Grace works or Phyrexian Unlife works the way you are intending. Losing life is 1 thing, but you cannot pay life you don't have.
118.4. If a cost or effect allows a player to pay an amount of life greater than 0, the player may do so only if their life total is greater than or equal to the amount of the payment. If a player pays life, the payment is subtracted from their life total; in other words, the player loses that much life.
tap and sac 10 permanents? yawn. i guess it would do some stuff in a soul sisters token build or something in edh, but really at that point you're better off with blood artist and a sac outlet or that card that makes opponents lose life equal to the number of creatures you control. i guess the playing things for free bit is neat but at 6 mana there's probably better ways to do that

Not just things for free, things for free..from the top of your library. Being able to cast things from the top of the Library has proven pretty potent.
Looks like Shadowborn Athreos just got even more ridiculous in EDH / Commander. Cast Insidious Dreams to put X Shadowborn Apostles on top of your library with Demon's Horn and Bolas's Citadel on the battlefield to cast those spells for free since you gain life for casting a black spell being Shadowborn Apostle. Once you have 10 or more Shadowborn Apostles on the battlefield sac them to Bolas's Citadel to deal 10 to each opponent while also pressuring them to pay 3 life per creature you sac with Athreos, God of Passage. If Archfiend of Despair is on the battlefield as this resolves your opponents take an extra 10. Talk about brutal.

Player with the citadel does. You can't pay with something you don't have.
