IMO fetches will be reprinted into standard they will have a period of standard where shocks and fetches are both legal that way the shock + fetch combo will be in mtg arena.
Lets not get hung up on "no fetches" instead look at what could be coming

That, wizards only complain last time they did this was the time games took out of shuffling the decks but they are ok with Nexus in paper magic now...
Fetchs in standard in the next 2 years is a given as Wizards is aware modern is the most popular competitive format and also fetchs are essencial to it.
But guess people like to complain...
Remember, WotC "doesn't acknowledge the secondary market" when designing or pricing its products. We can be skeptical, naturally, but that's their official line on this.
But they do know, and they do respect it's existence.
You're right in that they know it exists and make design decisions on what cards to reprint and when based on it, but OFFICIALLY they can't acknowledge it. It's a very slippery slope from "Okay we pick to reprint certain cards to make them more accessible." to "We acknowledge that pack cracking is functionally the same as buying lootboxes but we aren't governed by the same laws because reason" - reasons that would rather quickly vanish.
Everyone on the inside knows what goes on, but they're not allowed to say it for legal reasons.

I did my part in getting WoTC to adopt a policy for printing format-bypassing cards, specifically eternal format cards that skip the loathsome Standard format.
August 13th 2017 is when I shared this idea, and at the time there was no talk elsewhere on the forums about such a novel concept. I'm glad for all of us! This means everything for the future of Magic.
I brought it up again here too, and my estimation of the situation was essentially correct. Battlebond was the first step to getting where we are today.
