The art seems too vertical to be a creature. It might be a planeswalker. Maybe it's a freaky Tezzeret? Or some other unknown planeswalker from ye olden days.
Fun fact for conspiracy theorists: Urza was in a tree once.

I actually wouldn't be surprised if the above art is a new eldrazi titan.

Eldrazis use vertical arts.
After the events of Eldrich Moon there was this theory in the Vorthos community, according to which the Titans, Kozilek and Ulamog in particular, would be living beings biologically mutated by the influence/power/will of Emrakul.
The being in the picture reminds me a little of Ulamog, humanoid prominence and lacking of tentacles apart. A young Ula? An unknown Titan? I don't think that Eldrazi theory have to be dismissed so easily here.
I'm not thrilled about this at all. If it becomes a regular thing Modern could in effect become a rotating format. And WotC's strategy is to push products for as long as they're financially viable, which means that if this set sells more will come, which means that our decks may become obsolete quite quickly.

You are ignoring that Modern still doesn't have any cards rotating out.
Having olf cards "rotate" into Modern is not really different from going through Standard.

Cards rotate out in the practical sense as they become outstripped in power level by other cards. If 5 modern playable cards enter through Standard the process is very slow and changes are gradual. If 30 enter at once then you can be sure changes will be much faster and more drastic. If this becomes a regular occurrence, for all intents and purposes you have a rotating format. Yes, you can legally play your deck, but if it fell from tier 2 to tier 5 because a dozen new chase mythics have elevated other decks, or made entirely new ones, making yours obsolete - will you really be playing it still or will you be forced to enter the rat race?
This was not the idea behind Modern. Sure, decks come and go in power level and that's okay, but the goal of the format is stability - and it has been stable for a very long time. The idea is that if you're dropping hundreds of euros for a good deck, that it will be playable at least for a good while. And we have that now, for the most part.
I don't think we will if Horizons becomes the norm.
I don’t think they care about keeping old formats “separate” feeling. This product is essentially the formalized death of Legacy. Wizards already did virtually nothing at all to support it and this is their moment to build Modern into a true Legacy ver 2.0 without the pitfalls of the Reserved List.
But the cards in this set would be legal in all Eternal card pools as well. These cards are like Conspiracy and Battlebond but with the addition of Modern to the legality. So it's still support for Legacy and Vintage (and Commander and Pauper, etc.) that simply supports Modern as well.
I actually wouldn't be surprised if the above art is a new eldrazi titan.

Based on walkers not printed yet
The only ones that come to mind are the following
Baltrice
Masrath
Tessebik
Are the only candidates the other unprinted have photos and don’t look like that
Does anyone else just think this set screams Zendikar fetches? We know Wizards HATES the idea of printing them in a Standard legal set (especially with a new non-rotating format coming in the fall with at least Arena) so this would be the perfect opportunity and increase their circulation without leading to degeneracy in their most popular format.

I’ve heard that there are no reprints of cards that are already in modern. Ergo, no zendikar fetches. Sorry.
I’m personally hoping for fun stuff like random tribal pieces (rotlung reanimator, sparksmith, assembled slivers, etc)
So a set containing 200+ new cards just for Modern? That's really a stretch. I don't think that'll be the case; that only happens with Standard.
Well all will be Modern legal, doesn't mean it will be useful in Modern. Maro somewhere said there is stuff for Commander, Modern, and Pauper. Since they extensively tested Legacy only cards with current Modern, I would assume they carefully picked cards to answer an existing "problem", enable new deck strategies, or boost weaker tiered decks.
For Pauper, I assume Oubliette will be in here. I wonder what downgrades they would consider, since there are usually a handful.

Probably wont be in the set. They cost too much on the secondary market and unless the management went through some kind of divine revelation we aren't seeing them again until they make premium products. This is a summer set like battlebond so it ain't like a masters set.

They specifically said in the Stream that the reprints (besides basics) are old cards not already in the Modern format, so no, Fetches are not going to be reprinted in this set. It’s literally in the first post in this thread.

I wonder what kinds of draft themes we'll see? Serra's + suggests a flying matters theme, which would invite Birds and Spirits. Clerics also have some goodies that Modern would love, like Edgewalker and Starlit Sanctum.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

serious is anybody even reading the description of this set this is like the 7th person i saw ask this
they said the reprint rule is it has to be a newbie to modern which means it must be from any set before mirridon and commander and conspiracy/battlebond sets aslo the card did not get reprinted to be modern legal

Just a quick thought: am I completely fool to see Stoneforge Mystic and the five missing ally colors swords coming with this set? It seems like the perfect fit for them, and a five Mythic Rare Artifact cycle shouldn't be too hard a constraint to overcome. Moreover, if they don't do it here I really don't see another product where to put them, because even the Commander precons would be really, really risky if their power level match the bestones...

It is not Modern legal, beeing banned from the birth of the format. I know it's a little loophole, but it is technically correct.
In any case, they could release new swords while unbanning SFM and see what it brings to the format...

My point was that it is already in a modern legal set, thus out of contention for Modern Horizons.
Basically, if it has been printed in a standard legal set from 8th edition and forward, then it will not make an appearance. The last standard legal set we can look at for potential reprints is Scourge. And if it is a rare (or sometimes uncommon) card from prior to Mercadian Masques, then we need to be aware of whether or not the card is on the reserved list.
I am just hoping they bring back Banding, because that would be beyond hilarious.

Commercially, it's a good move. The fact that supplemental products were only legal in Legacy and casual formats beyond of their own scope appealed to an ever-shrinking player base. The fact that players can have powerful cards that won't warp Standard is a good thing, for all what this format is still worth, as core sets couldn't fill that role for game balance purposes.

Ooh, imagine if they printed a bunch of Reserved List workarounds, like they did for Thunder Spirit with Sky Spirit? This would also be a prime opportunity for Reserved legends like Orim, Radiant, Ertai, Crovax, Greven, Maraxus, Eladamri, Rofellos, and Selenia to get new cards.
