I think someone needs to inject a little logic into the discussion. The candles could represent 36 planeswalkers coming to ravnica. It could represent them losing their sparks temporarily like in mirrodin. What it won't represent is that many planeswalkers dying. That would be idiotic on the level of time spiral's death of tons of walkers, leading to decades of begging for walker cards you can't print except in commander or the past. Spending decades building up a huge stable of characters and just offing them all is a disaster for the brand. As we've found since time spiral, nostalgia is a very powerful tool and completely gutting your nostalgia pack to the point you have to tell people, sorry we can't ever have any present day representation other than maybe a statue on ravnica is a disaster. There's a reason venser and Elspeth are the entire list post mending, Elspeth can be brought back, and they've stopped destroying planes on the level of mirrodin, kamigawa, lorwyn, tarkir, and Alara. There could be a death, but I doubt it, especially after the eldrazi fiasco and the huge amount of planes that would need scars of mirrodin level retcon to satisfy anyone that wants a standard legal return, ever. You can hope for a sorin,Elspeth, or emrakul type demotion from current story, but I'm not sure any interplanar character will ever actually die again. So, how would you feel if it's your favorite that will NEVER return? There's plenty of ways to take a break that aren't the level of extreme of ending something popular with a section forever. I mean I guess you can point to lockout type strategies from standard, but that actively damages most player's enjoyment of the game while a character/plane being current merely means you might dislike a particular set. Said set is still likely to have elements you do like as shown by the set sucks people still wanting a handful of cards.
As a commander player, I personally would love it if a bunch "lost their spark" and became simply legendary creatures for a time. This would allow playing some of them as generals for the format.
If anyone loses their spark I hope it’s Jace. I’m tired of seeing him in almost every set and the story centered around him. I can see the story having him and Vraska lose their spark, where they end up dating Vraska becomes a guild leader (after getting her memory back) and have stays a Guildpact.
Also maybe now we won’t have the gate watch anymore and news storyline. Recently it seems a lot of things are changing with magic so who knows.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
Time to throw all those cool Ravnica toys into the trash for the sake of one more disaster movie.
Everyone loved what happened to Zendikar and Innistrad, right?
Maybe the quick transfer of sparks only works into sparkless bodies, so Bolas needs an army of easily controlled willing vessels to carry the sparks off-plane where the slow process of merging them into a super-spark can begin.
Or maybe the spark-stealing requires physically weakened planeswalkers, so an army to pummel them into unconsciousness is a handy thing to have.
I prefer the route that gives us a Neheb planeswalker.

I mean the problem with say Koth showing up is why would he care about Ravnica. I mean Phyrexia is a threat on the level of Bolas and no one is helping him. Karn will come back eventually but I don't see why Koth would give an ef about Ravnica.
I would say legendary creature would be temp as trapping characters who don't care about Ravnica on Ravnica would be a waste of time.

Even if they downshifted half of them to rare, there's still the fact that planeswalkers are complicated and incredibly difficult to balance. They'd have to purposefully overcost each planeswalker just to make sure they don't warp standard, and I can't see that going over well.

You may joke, but Emrakul can walk (fly?) between planes, so she technically is a planeswalker, but does so without a spark (as far as we know). Also don’t forget that Emrakul possessed Tamiyo for a little while in at the very end of the Eldrich Moon storyline, so I could see Emrakul showing up as a planeswalker card in the future by possessing a planeswalker. Her physical form may be trapped in Innistrad’s moon, but who knows if her mind is bound up there as well.
The way you put 36 (37?) PWs in a set and not screw everything up is to make them all flipwalkers and only one can flip at a time (they hold the Spark).
While this is my own theory, I think I believe just '36 Legendary creatures' more because making 36 PWs for one set has got to burn through a LOT of design space.
The main mark against them being 'just' Legendary creatures is that the art is all art that can/should be put on PW cards.
What I'm hoping for is when most of the planeswalkers (both pro-Bolas and Pro-Gatewatch) are either dead or on their knees, Tibalt suddenly realizes he's been ****ed over and turns on Bolas and wins out of sheer surprise to everyone, even Bolas.
