Shouldn't "that guy" also get to play Magic? I mean yeah, he's annoying and/or smells, but he's still a worthy opponent, and part of what makes this game so beautiful is that it brings people together and give them an easy, safe and non-awkward platform to communicate through, regardless of social skills. Don't take that away from "that guy", he needs all the social interaction he can get so that he might one day stop being "that guy".

I think the idea they're referring to is that when you do get paired with "That Guy", you're only in it for one game. Being stuck with "That Guy" for 20 minutes is better than being stuck with them for an hour, and "That Guy" is still getting to interact with people... but the burden is less on any individual person to bear with him for a while.
For me, "that guy" is the person who comes stoned and has to read and reread every card they drafted so that you go to time on the first game. He ends every night with atleast 2/3 of his matches being draws. I hate that guy.
