Or find a G/U general which would let you untap everything consistently.

B gives access to the best tutors combined with U. And with the two together, you get access to Leyline of the Void and Bojuka bog. W would give you access to RiP which would be very helpful as well. Phenax's biggest help though is that he gives you a fall back plan if they get rid of Thrumming Stone, as He, himself is a mill commander.

For a Modern deck I see this using a Merfolk like build with Aether Vial being essential to cheat our Advisors.
T1. Mutavault, play Aether Vial
T2. Island, cheat in a 1CMC Advisor like Minister of Inquiries, play Persistent Petitioners
T3. land, cheat in any Advisor (1 or 2CMC). Pay for Mutavault and tap all Advisors to mill 12. You still have a U to play something or save for a Spell Pierce. If you played 2 Advisors this turn you could technically mill for 15 if you use Minister of Inquiries ability.
T4: Continue to mill and control magic.
Unless I'm missing a key card, T3 would be the earliest you can mill 12 using this card. I would consider running Trusted Advisor to bounce back the Minister to recharge the energy or use cards like Merrow Witsniper, Faerie Miscreant for clunky draw or Manic Scribe. Running Arcane Adaptation wouldn't be a bad thing in this case. Splashing gets you Glimpse the Unthinkable which should be auto include unless you wanted to stay mono blue.
Sweet jesus you can target yourself. This will make quite the rally deck in modern. The best will be when you bring in your sb lab maniac and then deck yourself with these plus surgical extraction. It's beautiful.

Yeah, I got so sick of seeing that deck I built a deck leveraging Ixalan's Binding and guess what? Now it won't match me to Rats decks if I play the Binding deck.
Trusted Advisor is really really good here. Not only does he reset Minister of Inquiries, since the new guy gets around summoning sickness, you can tap, bounce, play, and tap again. That's half your deck in one turn.

to guarantee a win you will need no more than 2 non-Persistent Petitioners. If you want to calculate the chance of it whiffing. That would be a finite percolation problem which you would probably just estimate from simulating it a couple hundred times

That's the whole Ad Nauseam game plan. Cast Angel's Grace or Phyrexian Unlife, cast Ad Nauseam, draw deck, exile three Simian Spirit Guides, and Lightning Storm to chuck a bunch of lands at the opponent. I don't think Sphinx of the Chimes can do Ad Naus's thing as well, though.
