Relentless Bureaucrats
The type was likely chosen specifically to be non-tribal, just like crested sunmare. As it is, it's almost as if it required copies of itself with some slight room for other cards. Imagine this in a tribe that is actually supported, like merfolk...
Okay, I know this is totally silly but I kind of want to build this with a huge control element - stall the game until I get to 8 mana and then play 4x in one turn (run maybe 10 total to facilitate this). Play 4, tap them all on your end step. Untap, play 4 more (I don't know how) and win with epic mill. Just for the lolz.
Yeah, the playtest name was almost certainly "Relentless 'Crats".
And I don't think this is a Sunmare 'we don't care about the creature type', and more focusing on a creature type that predominantly only shows up on Ravnica. Notably, Teysa has always been an Advisor.
As for the card itself, it has a nice payoff for hitting critical mass, which likely explains why the small mill has a mana cost.
Holy hell this is funny xD. The best part is? That mass mill ability gets around summoning sickness
Imagine a deck full of these, that card that lets creaturs with big butts deal damage with toughness, and counters... these guys are pretty tough and can block pretty well as a 1/3 for 2.

Honestly, I'm a little curious as to how viable a strategy built around them could be for draft or even sealed. If you can snag 4 in Draft, you are just ridiculous, I would think.

I am tempted to make a standard deck with these for the lulz xD.
And why did WotC not give them defender -.-..... MISSED OPPORTUNITY. One of the few times I WISH a creature had defender (if this had defender, this would be what Arcades Decks need to push in a win)
EDIT: This... may just end up as a combo in COmmander... Combine this with Thrumming Stone... you have the protection of U counters, the ease of tutoring artifacts in U, and these guys get around summoning sickness with their second ability. The potential is... kind of hilarious
I am curious to see how this will stack up with Thrumming-Rats style decks or Thrumming-Shadowborn Apostle decks. Personally I would be tempted to add Paradox Engine for lulz. Reveal a dude, in response to cast, tap all my dudes, cast the petitioner, untap all my dudes, rinse and repeat

Council of the Absolute to make them cheaper,Minister of Inquiries to mill early, Drowned Secrets to mill with each cast and some card draw?Council of the Absolute doesn't work for creature spells, as mentioned below, but as also mentioned Grand Arbiter Augustin IV can take the job to make them cheaper.
