So Kaya‘s hidden agenda is to release all the Orzhov‘s ghosts, so that they can‘t be forced anymore to defend the plane against Bolas‘ Eternals?
I think it’s more to do with, as the flavor text said, letting the dead be dead that being Kaya’s thing and all. And it may have a little to do with preventing others rise to power as without the spirits there much of the debt and thus the power that many Orzhov individuals held, The now extant ghost council included, will be substantially diminished.
This card will most likely create its own archetype, if not seeing maindeck play in Abzan midrange decks.
Its close to being busted, could not have been any cheaper.
Edit: Missed the creature clause on the exile part, which makes the card worse against pure control. Still remains a very solid card, depening on how much creatureless control will dominate the meta.
Soooo... you exile a creature from a graveyard and get a spirit token for it. Which is letting the dead be dead... how exactly? Dead, but for the Orzhov? Really not quite grasping the flavour of this.
Mechanically though - yup; a permanent Zealous Persecution is a very welcome thing.

I am not reading the story at all, so I could be wrong about this.
I think this is kaya releasing the souls that have debts to the orzhov (thus orzhov slaves essentially). I guess it's just her trying to destroy the orzhov's power from the inside.
As for the card, it's good, but probably too expensive for standard. This seems to be on the power level of profane procession, in that it's really expensive, but it just demolishes a certain archetype, so it'll probably see play in a sideboard as a one or two of. I could see a world where this becomes a one-of maindeck in abzan, since we have llanowar elves and druid of the cowl, but it's probably too expensive for that.
Curse of Death's Hold did see some fringe play when it was in Standard and this is easily enough better to be worth the extra white mana. My guess is it is either a 1-2 of in Abzan Tokens or a 1-2 of in Esper sideboards against it.

Curse was more than a fringe sb card. It was a nightmare for infect, and kuldotha red. Once it came down the game was over. In modern it is a fringe sb card. I'm not sure about this one though. The difference between 5 and 6 mana is pretty substantial for an anti aggro card. It is probably pretty good against midrange (notably killing explore creatures in addition to breaking board stalls), but I can't imagine it's better than The Immortal Sun. Maybe it's still a good enough wincon vs aggro to make the cut. Experiment red seems like it will rarely win after this resolves. Same with Boros Weenies. I'm definetly interested to see if it makes it into the meta.

That is a HUGE loss of Orzhov power lore wise. Most of their power came from contracts that bound the dead to their servitude, now they’re all gone.
Not that I have any love for Orzhov, but this is the biggest change happened to any of the guild this far. What exactly will happen to Orzhov now?
I imagine they'll still be a debt agency/corrupt bank since Ravnica still uses and abuses currency, and with the Obzedat gone, Teysa is free to use her legal skills to build whatever guild she wants.

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
Is she releasing them, though? Since she plays with Exile effects, she might be banishing them from Ravnica altogether.
Six mana is a lot, but you've got in this card:
1 anthem
1 counter-anthem
and 1 non-tap token generator and graveyard hate ability.
Not that I think it's a good card - I think it's rubbish, since if you spend 6 to play this it won't win you any games, but for 6 mana you're getting a lot if that's what you want.
As much as this will cause chaos for later, I cant help but be happy the indebt ghosts are now free. Plus this really makes me wanna build a token/artistract deck with all the Teysas.
I find this a terrible flavor fail as the Ghost Quarter fell onto Ravnica and now the dead live with the living on that plane. So she says they should stay dead by releasing them to the other districts? Its not like they will move on to a new life considering their after life is on Ravnica....
The spirits move on into the aether, this whats been happening since the mending, except for the ghosts that get bound by magic or grudges. The ghost quarter vanished from Ravnica post mending.
