Arkham, the 1920's. Investigators battle horrors from beyond time and space, risking life and sanity while conspiracies of cultists and malign servitors seek gateways for their outer gods to return...
Soon, the stars will be right! Great Cthulhu shall rise!
A 2/2 for 3 split over 2 turns that loots once unless you build around it. Doesn't seem rare to me.

So turn 1 Benthic Biomancer, turn 2 Biomancer's Familiar, turn 3 Shapers of Nature, then turn 4 U to adapt and loot 1, 1G add another counter and loot 1 again, then U to remove a counter and draw 1? *shrug* Something like that. Seems like a lot of work, though. Should probably skip the second counter and just loot 1 draw 1 for UU.
This arguably isn't an upgrade over Merfolk Looter. We are really getting to the bottom of the bin with Ravnica cards now. The effect on this card should have been a simple card draw, not a loot effect at least. I would rather have something similar to Sage of Fables at Rare in this set.
Does a card like this really tear up Limited? They were really wary of the Gruul-Simic interactions, huh. Weird to see this as a rare. That being said, it is pretty neat.
I will be adding this to Marchesa, the Black Rose.
To me, it looks like this card was powered down late in development because it was too dominant. I would assume that it drew 1 card every time. It is still good and will see play, and is probably a high pick in limited too.
Actually, this might end up being the premier 1-drop in Modern Merfolk. Cursecatcher is often derided for doing seemingly nothing, it doesn't help that some of the best board wipes in Modern are either uncounterable or cheap, and Mistcaller's ability is dead against most decks. (Surprisingly, I'm seeing a rise in Mistcaller as the 1-drop.) Merfolk can end up with dead draws at times, so a 1-drop Merfolk that can swing, grow, and filter a draw can be nifty.
I see no home for it outside of Merfolk, though. White already gets a cantrip on 1-cmc legs in Thraben Inspector.
What are you people smoking? Yeah, on its own is not THAT great but it's completely busted in a Merfolk deck! Merfolk Looter is sh*t compared to this. You don't need to tap it, you can loot with it more than once a turn while pumping it, filling the board with creatures and swinging with a 3/3 on turn 2 potentially. And it just costs U! Adapt is just the cherry on top. Are you guys serious? This card is on par with Runaway Steam-kin, if not better.
People in MTGA are notoriously bad at gauging cards properly, and evaluating powerlevels.
Especially during spoilerseason they seem to all come out of the woodworks, 1 group adamantly complaining about their favourite colour not having enough powercreep or saying that wotch hates insert X which they love(counterspells f.e.), the other group is just... well clueless i guess.
'A double black 3 mana planeswalker that lets both players discard?? And it can only edict once, terrible card 1/10'.
Ah well you get used to it eventually and just read the comments for laughs and giggles.
Concerning this particular card, merfolk was already a tier 2 deck, and a solid 1 cmc that gives you card quality filtering is nothing to scoff at. Its obviously a simic staple in limited, but have to see how good it will perform in standard considering how well the other guilds are looking atm.
I'm on board for this, at the very worst this is a 2/2 that filters a draw for 1UU.
I'm not on board with this, because I wouldn't play a card that's in the realm of Vodalian Merchant or Merfolk Traders... and I sure as hell don't want that in my rare slot.
This is only worth considering in a shell that makes its trigger fire reliably. Your on-board worst-case - isn't even limited-playable.
If this used straight-up card draw instead of looting, it would be downright insane. As is, there are a number of deck strategies that can make use of the discard, like Delve, Flashback, Madness, etc. And as the article itself pointed out, this Merfolk is perfect for Ixalan's Merfolk tribal theme. Complaining that a Merfolk is only good in a Merfolk tribal deck is like complaining that a counterspell is only good in a blue control deck. "It's only good when you play it the way you're supposed to! 2/10"

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Yeah, an 'okay' 1-drop in standard merfolk, otherwise bulk. I think the adapt cost could have been a single blue, especially on a rare.

Elspeth and Jhoira rock my world.
This could be really good in Simic Merfolk. Jade Bearer, Deeproot Elite, River Heralds' Boon, Vineshaper Mystic, Jade Guardian, Shapers of Nature, and Hadana's Climb all give you ways to loot with it.
In fact, with Biomancer's Familiar on the battlefield, you can then cash the counters in with Shapers of Nature for U to draw another card. In effect, you get a repeatable Chart a Course for UU.

It would be for one mana and with a relevant creature type.
This card is pretty good if you can reliably dump counters on it.
