Reminds me of Outpost Siege a little. Should be very useful. Worst-case scenario: it keeps an opponent's planeswalker from making real progress towards their ultimate.
edit/add: I just reread the card. You can bank the cards exiled by Theater of Horrors and play them in subsequent turns.
A semi Phyrexian Arena with a built on ping. This is actually very good because unlike Siege Post wich you can play in the turn you draw, this card stores your draws giving you options in any other time. Very good card.

I think it is forbidden, unfortunately. That's my biggest gripe against these kinds of cards, and often times why I don't play them. I wish WoTC would change this ruling so that way it would apply.
It's an interesting card for sure. However, if I'm playing BR aggro, I don't want to spend my third turn playing a 3 mana enchantment that does nothing when it hits the board. I can see it finding a home in EDH though.

Since this card lets you build up cards, and we just saw the new Domri, this MAY actually be . card to see a home in Jund Midrange.

You cannot; it counts as a new instance and the previously exiled cards aren't linked to it.
No reason to stick to 2 colors with so much good mana, and G ESPECIALLY since it is good at color fixing. This and the new Domri can create a very solid wall of card advantage to keep up your pressure with big threats and combine Domri with the other "grants all creatures riot" card can make even a 1/1 Llanowar Elf into a threat easy (a 2/2 hasty for 1? sounds good)

No reason to stick to 2 colors with so much good mana, and G ESPECIALLY since it is good at color fixing. This and the new Domri can create a very solid wall of card advantage to keep up your pressure with big threats and combine Domri with the other "grants all creatures riot" card can make even a 1/1 Llanowar Elf into a threat easy (a 2/2 hasty for 1? sounds good)
its either 1/1 haste or a 2/2
Domri + New Enchantment would grant 2 instances of Riot, which would make Llanowar a 3/3 or a 2/2 with haste. This would be brutal vs other midrange/control decks as it makes the late game a dangerous time as EVERYTHING becomes a threat... it is really looking like the Pieces for Jund midrange is starting to come together.

Didn't realize that at first and that changes things a lot. Being able to stockpile cards forever until they're useful makes this card imo.

This is exactly why Karn cares about counters.. solves the memory issue. WTC could have used a similar approach here. That they didn't is a testament to Rakdos's livs now pay later theme.
