I could see this being a "2 of" in a control deck that can tap out on an empty board or mono U tempo that likes to draw cards alongside Curious Obsession. Practically every deck in standard running U will want this card.
If I remember the old Ravnica lore from the books correctly, a Verity Circle is:
A magical circle on the ground (hence why the activated ability doesn't work on flyers)
That prevents those inside it from lying (I'm guessing here that the truth is akin to gaining knowledge, hence drawing a card)
And can be cranked up to compel an answer to a question (hence the activated ability).
It had extensive use by the Orzhov and the Azorious in their courts for obvious reasons, and it had a pretty interesting set of mind games and linguistics around the whole thing. Before being thrown into a big business opportunity in a disease ridden part of the rubble belt, Teysa was a contract lawyer and she used them fairly often. She even created an impromptu one to use on a Vedalken biomage without him noticing to get him to tell the truth about his cure for the disease racking this particular area. I'm guessing that people who know some of the lore would, after hearing the name, assume it is going to be White given that it's the colour that the Orzhov and Azorious share, and the effect is pretty on colour.

I'm sure some monoblue players will try it, but when they realize it's neither protection nor a threat they will drop it. I do however look forward to a future against the odds video. I also love the Idea that mikeyG had of turning lands into creatures. Definitely a fun card.

Another wicked option could be Jolrael, Empress of Beasts if you're more of a political player in multiplayer. Oddly enough, Nature's Revolt is one of the few ways to reliably turn lands you don't control into creatures (even the cards you can Donate largely only affect Forests). It's a cute combo (cuter with Rhystic and taxing effects), but because there is basically no redundancy at all, I'm not sure anyone ought to be relying on it. Maybe one day when we get another useful application of Verity Circle's trigger or a card that reliably animates your opponents' lands, but for now it's a cute interaction for Johnnies that likely won't get to happen much.
This would definitely make more Vorthoses happy if this was white, but to be fair, this isn't the only instance of a character using a spell outside of their color identity. One example that springs to mind is Jaya Ballard learning how to cast Unsummon in one of the novels.

I concur. Control doesn't want to tap out for this on T4, the turn they can bluff/play Settle (W) or sweep with Ritual (B), or leave counter mana up. They certainly don't want to tap out for this on any subsequent turns, as if they were going to tap out, it would be for things like Teferi, Ral or Niv. The only time they would need the extra cards would be against an opposing control, but those tend to have very few creatures, so it's practically useless there.
U-tempo decks certainly don't want this as it's as far removed from a tempo card as possible. You play 4 mana to do nothing, not removing any blockers, not propping up your attackers or leaving counter mana up. Maybe, maaaaaaybe, as a 1-of to give you late game card advantage against Golgari, but they can always Vivien it down by the time it comes down in the late game.
It’s usually going to be less problematic than Rhystic Study,
but having “4U: draw a card” as an option right before you untap is never bad.

I think UW Flash Prison could be fun... Merfolk Trickster, Seal Away, Verity Circle, Sleep, Time of Ice, Warrant//Warden, Angel of Grace is a fun shell. Fill in the rest with counterspells and a couple Precognitive Perception and adjust the sideboard for creatureless control.
Could also make for an interesting prison wizard deck with Naban, Dean of Iteration, Merfolk Trickster, Watertrap Weaver, Deputy of Detention and all of the previous tap cards mentioned.
Edit: Dowsing Dagger seems fun especially against control
