I don't know about you, but I would likely not play Biogenic Upgrade in any Limited format. It's a 6 mana Do Nothing if you have no creatures in play. I suppose it does break board stalls so it might depend on how clogged the board gets in Allegience (see Dominaria).

If you're playing limited, and you've reached the point at which you can cast a 6-cost sorcery and you have no creatures in play? How did your opponent not kill you by now?
Incremental Growth was a great card in Khans limited, and that was 5 mana for 6 counters that you had to spread out 1-2-3 across exactly 3 creatures.
This costs one more mana, but it as a *minimum* distributes 6 +1/+1 counters and can work on anywhere from 1 to 3 creatures (you don't need three targets like IG did). And that's not even to mention doubling the count of existing counters on those creatures - and in case you didn't notice, both Gruul and Simic's guild mechanics are about putting +1/+1 counters on their creatures. In limited, a lot of your creatures are going to already have counters from Riot and Adapt.
This isn't just a playable. It's a first-pickable.
If we play both together, can we call the combo "Titenic Brawl"? Especially if the creatures involved are a Bird and Camel?

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
