Fairly trivial to translate as Carnival // Carnage. First half is 1 damage to target creature or planeswalker and 1 to its controller, second is 3 damage to target opponent and they discard two cards.
It's also possible that "Canonize" is the wrong translation. I think that's more likely, as "Consecrate" seems like a fairly similar word that's not currently being used to my knowledge, while synonyms for consume that start with Can- are scarcer.
That BW split card looks like it specifically tailored to fight Golgari. The first half combats Memorial to Folly and Find // Finality and the second one is a clean answer to Carnage Tyrant.
So, split cards can be half instant and half sorcery now.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
It wasn't; the Aftermath splits were the first ones that did. Guilds of Ravnica has the first 'traditional' split that was different types on the two halves (Discovery // Dispersal)

Many times has a writer in Wizards said so, because of the plain and simple fact that it's too powerful for what it costs. x/3 creatures shouldn't be able to die at instant speed for one mana without a signifigant drawback. (like PTE giving you a land)
