Between riot and adapt there should be enough sources of +1/+1 counters to get some value out of this. Other than that we have a decent bruiser in Limited.
Took me a moment to decide whether or not there are ever times when giving up 5 damage worth of attackers is worth 2 damage on a Prodigal Sorcerer. But in board stalls, situations with high value targets or as a rattlesnake, I could see this guy shining.

There are much better options to clear away weak deathtouchers than a five mana 4/4 that needs you to remove a +1/+1 counter and tap it.
I don't think you build with the assumption you are using this specifically or exclusively for that purpose. 90% of the time you want to just swing. The extra 1 is the cost of a little flexibility.

There are much better options to clear away weak deathtouchers than a five mana 4/4 that needs you to remove a +1/+1 counter and tap it.
Nobody’s operating under any delusion that this is constructed playable right?
This is a limited card. In limited you won’t always have access to all the much better options. Sometimes you just wind up in a board stall where the opponent’s deathtouch weenies keep your fatties at home because you don’t want to trade your 5-drop for their 1 or 2. And this provides a means to break that stalemate if required when the other options aren’t at hand.
It might be constructed playable if Wizards made a cheap effective on color untapper (probably an equipment or something) so you can just machine gun +1/+1s into shocks to the dome.
But given that's highly unlikely this is just to let a deck screw up combat math (Your 2/2 with a +1/+1 on it now trades with their 4/4 if you do this, but you can also have your 3/3 trade with their 5/5 if use the +1/+1 counter against that) and take out dorks and utility creatures that would never be sent to block while you're in limited. He does his job, when you don't have a better answer.

Shapers of Nature, Zameck Guildmage have done it in green-not-black (and ooze flux, which isn’t a creature but makes one out of counters on other creatures). But it def seems more simic than gruul.

Removing the counter to deal damage makes it Gruul.
