I think she'll turn out to be better than she looks. Eating the graveyards of Golgari and Izzet decks is a big game, and even just eating Chemister's Insight from a control deck's yard is not insignificant value. Her -1 can let her eat both tokens from a History of Benalia while still letting her survive, even on the draw. Her ultimate is kind of random but I've seen people with 20+ exiled cards before, so it's not like it's that far out there.
I assume she'll start in the sideboard but I expect her to come in against a lot of decks right now. As others have said, she's niche but what she does, she does pretty well.
So she's not super strong, but that -1 would annoy the hell out of Boros and Selesnya in standard right now (both spam out a lot of 1-drops and legion's landing), but the main thing that I think of is that she's in Orzhov... The guild that last time they were printed got Merciless Eviction, and the time before that got Leyline of the Void.
If there's some decent exile sweepers or a lot of point exile removal in Orzhov this time, it would dramatically help her playability.
The top half of the card made me feel like I was in one of those Christmas Mercedes commercials with the car and big red bow. The bottom half made me realize that it's indeed socks and underwear.
Exile target nonland permanent!...with...converted mana cost 1 or less. Wow. How...uh, cool?
Considering how interesting the original Kaya, Ghost Assassin was, this may be one of the most underwhelming planeswalkers ever. I honestly I can't see any use for this outside of maybe some fringe EDH play to nuke Sol Rings.
MAYBE this could see play in Vintage to nuke Moxen, Walking Ballista, etc.?
There are going to be a lot of situations where Kaya is going to hit the board and do diddly squat, but saying that she's worse than Tibalt is pure hyperbole. Tibalt has a chance to actively hurt his controller's gameplan, which is definitely worse than nothing. Kaya can use two of her abilities with her starting loyalty, and she can use her ultimate after only two +1 activations. Tibalt, by contrast, forces his controller to suffer two random discards for Sudden Impact or four random discards for Insurrection. When comparing a planeswalker that is useful only some of the time to a planeswalker that is harmful most of the time, the verdict is clear. Tibalt is still the worst planeswalker ever printed.

She's definitely not worse than Tibalt in that she has some uses - tokens (although exiling tokens does nothing for her ultimate), X cost cards (Walking Ballista, Hangarback Walker, Moxen, Chalice of the Void, etc), etc. Tibalt is straight-up underpowered trash.

Sideboard card at best. Used against Izzet to exile their Jump-Start cards and Phoenixes. +1/+1/-5 could be lethal if they exiled a few cards themselves.
I have no idea what's the point of her second ability...
Well, at 1 there are quite a few artifacts that matter in several formats.. 3 mana to exile Aether Vial seems awkward. At 0 the inly things I can see are the odd mana rock, tokens or Kobolds.
She's legit.
Izzet currently cares about exile because of Jump-Start, Golgari marginally cares about exile and her secondary ability gets rid of those annoying fountains, little weenies and all sorts of other troublesome stuff. Very solid overall.

So she's like 3 hate cards in one. +1 hates on Izzet/Golgari with a bit of lifegain for aggro matches. -1 hates on tokens and weenies. -5 Punishes Drakes pretty hard. That's pretty much it though. Interesting sideboard value in that it's just so modular.
I think this is modern playable in Junk. T1 bird, t2 ruin dredge and phoenixes day. Tick down helps against apirits and humans by killing vial, kills death's shadow and keeps them off gurmag, heals you against aggro, ticks down against infect, etc.
It has decent game against almost everything, and is great against the best decks in the format. I don't think it is a sideboard card, I think it is a 1-2 of main board to increase chances of G1 win against certain decks and does something against the rest of the field.
What I really want is nore like:
1BW The Hate Queen
+1 exile two target cards from the same graveyard.
-1 exile target artifact or enchantment.
-7 exile all none-land permanents.

Seems pretty decent, to me. It's rather specific, but does her job pretty well. Her -1 is a better Isolate, which certainly has uses. I agree that if there are more Exile synergies, she'll useful in Standard. If not, she has a lot of targets in Modern...

If you are on the play and it is turn 3, you can remove a loaded up Tony Hawk from the board, it totally destroys Golgari mid range decks. At 3 mana it is just fine. I think this card will see some play in Esper control main board as it deals with Izzet drakes Jumpstart mechanic as well. The fact it messes with 2 of the main decks in the format I would expect a 1 or 2 of include in your Orzhov or Esper decks. Her neg one is very bleh, so I'm not going to comment on that, but having some graveyard hate is pretty nice.
OK, I have little faith that there's something we're missing that makes her good in the right Standard deck. The PW's are the stars of the show these days, and they wouldn't deliberately make such an awful one.
But with that said, this could theoretically happen in Modern:
Turn 1: Noble Heirarch
Turn 2: Kaya, +1 her
Turn 3: durdle with a kill spell or counterspell, +1 Kaya
Turn 4: Traumatize, Tormod's Crypt, -5 Kaya FTW.
She seems like good control against the Golgari/Dimir/Izzet graveyard stuff going on currently and flavorful since she keep dead things in check. Not a power house though sadly.

Also, both this and the UW at 3CMC makes me worried that Domri will have a high mana cost.

Well Dack Fayden already exists and he is just way better in that environment.
