If you mulligan you can scry 4.
Well you scry 1 for the mull, then at the beginning of your first upkeep you scry 3. It’s not quite the same as a scry 4. You don’t have the benefit of knowing what cards 2-3-4 are when you have to make a decision about card 1. And if you decide to keep card 1 on top it’ll be one of the cards you see again when you scry 3 (and you won’t see card 4)
Now that is some value - a solid body for a good price that lets you set up your first few draws for free (and scry 1 during each of your upkeeps once it's out) is a very good deal.

This thing can enable some extremely greedy opening hands, especially in multiples. In the right deck, I would definitely keeps a 1 or 0 land hand on the draw with two of these.

I just realized this is rare and not mythic, so it's not out of the question to end up drafting two of these. If you can pull that off you basically win the game.

Well Surveil is a dimir thing. Sphinx's in Ravnica are tied to Azorius. So for the flavor, Surveil is like getting info from spying, where as Scry is like future sight.

The card is guildless, so it's likely intended to work with Dimir, Azorius, or Simic strategies, particularly in Constructed.

A shared setting does not and never has enabled set mechanics to behave like evergreen ones. Not putting set mechanics on similar one-offs is a well-established precedent by now.

Well they would regularly carry mechanics through an entire block before they moved to the current set structure. You can say it's an established precedent but all it does is underline how fundamentally strange the way R&D does mechanics is. They went through all this trouble building support for Surveil, use it for one set, then immediately discard it. Might as well have just made the Dimir mechanic Scry at that point.

If two sets in a block have a set mechanic, it's because that mechanic has been assigned to both sets, and when two sets in a block did not share a set mechanic, there was never any bleed. Innistrad and Dark Ascension both had morbid as an assigned set mechanic, and, as such, they both had a range of cards with morbid. Avacyn Restored did not have morbid assigned as a set mechanic, so it did not have morbid even though it did have mechanic related to creatures dying. Likewise, Rise of the Eldrazi did not have random landfall cards. Not to mention, in the original Ravnica block, none of the guild mechanics (which surveil is) appear in more than one set. Outside of Time Spiral block, which was all sorts of wacky, the only mechanics to appear in each release have only been assigned set mechanics and whatever was evergreen at the time. Your expectation was entirely misplaced.
4 for a 4/4 flying in blue is pretty insane. Even without any text it's still a playable card.
Clearly a card pushed for constructed. I just hope the draft environment will have enough flyers/removal to not make this card too strong in draft. I hate broken rares in draft.
