They appear to be an FNM promo from Ravnica Allegiance, and the picture (attached here) looks pretty legit.
Here's someone's translation of the card:
"Illuminate the Scene"? "Light the Stage"? 2R
Sorcery (U)
Spectacle R
Exile the top two cards of your library. Until the end of your next turn, you can play these cards.
"Everyone to their posts" (???) -- Judith. Probably something like "Places, everyone!" in English
So assuming this is real, any guess on how spectacle works? It looks like the new Rakdos mechanic, and is an alternate cost if some condition is met. Maybe you can cast something for it's spectacle cost if X or more creatures died that turn, or X or more damage was dealt to an opponent?
"Judith"? No last name, no title? Must be like Madonna or Cher.
Also, I initially thought spectacle could be mill-madness, but then again red has no connection at all to self-mill and Narcomoeba and Creeping Chill were printed in Guilds with a Dimir theme. Maybe that symbol's not for a cost, but something to add? If it's "Exile this from your graveyard: Add mana" it'd have to be heavily conditional to not be broken.
I don't think they'd actually do this, but in my wildest dreams, Spectacle is "You may cast this for it's spectacle cost. If you do, each other player puts a copy of this spell onto the stack. They may choose new targets."
So you could have a Spectacle Lava Ave that turns into a Flame Rift, Diabolic Edict that turns into an Innocent Blood, Trumpet Blast that turns into a Magnify variant, etc. But that's probably too hard to design for, and WotC doesn't like abilities that are drawbacks.
For example:
Razor Carousel 7RR
Sorcery
Spectacle 2RR (You may cast this for it's spectacle cost. If you do, each other player puts a copy of this spell onto the stack)
~ deals 4 damage to each creature you don't control.
Slaughter Carnival 2BR
Sorcery
Spectacle BR (You may cast this for it's spectacle cost. If you do, each other player puts a copy of this spell onto the stack)
Create 3 1/1 black and red Goblin Rogue creature tokens with Haste and "This creature can't block."
Rakdos is the guild of violent circus freaks. "Spectacle" would be like putting on a spectacle - the crowd focused on someone for doing something. Maybe spectacle can be used if a creature dealt damage that turn. Rakdos is an aggro guild after all.
I don't think they'd actually do this, but in my wildest dreams, Spectacle is "You may cast this for it's spectacle cost. If you do, each other player puts a copy of this spell onto the stack. They may choose new targets."
Call it a hunch, but you may not be as far off as you think. After all, this makes a lot of sense with the exact design we see in the promo.
Well if spectacle is something like @einhorn303 said, then i just want the lightning bolt with spectacle. Soo in modern i can play a really junk 16 bolts deck
I might guess that spectacle might be a more balanced version of miracle, castable for its spectacle cost the moment you draw it. It would be a very Rakdos-themed (and the 'hour of need flavor' was one of the storm scale limits to making miracle effect, Rakdos eschews that), being castable whenever you draw it also takes away a lot of the finagling and remembered about a 'first draw'
This sort of card is the perfect example of a Rakdos mentality. If you draw it, cast it /now/. Are you going to be ready to use it.. eh maybe let's try and see!
In essence, you abandon the ability to control your timing with the ability to get discounts, sounds very Rakdos to me.. and has more thematic design space than miracle.
Miracle is an '8' on the storm scale article.. though in early days Maro listed it as a 4 or 5..
Am I the only one who finds it weird there is no reminder text for what the keyword is / does?
Usually, they tend to avoid reminder texts in promos. Just see all the FNM promos from GRN: they all have reminder text for they keywords in the regular version (for surveil and convoke), but their promo versions do not.

I'm thinking a combination of Morbid and Madness, like "Whenever a creature you controls dies, you may cast this card for its Spectacle cost". That would fit well with aggro and the Rakdos thematically.
Personally I would love if it was Morbid + Splice, but I don't really see that happening, even if you were limited to 1 Spectacle a turn.
Spanish speaker here, if this is legit, then the English name should definitely be "Light the Stage".
My guess is that Spectacle must be easy to trigger and probably related to creatures attacking or as somebody said, dying. A one-off Experimental Frenzy effect only makes sense in a deck full of really cheap cards, something that certainly fits Rakdos flavor well.
Morbid+Madness sounds like a solid possibility. It would enable synergies with both Orzhov and Gruul (Orzhov -> artistocrats-style gameplay; Gruul -> aggressive, things just die).
I could also see it as a instant/sorcery mecanic somewhere between Raid, Bloodthirst and Prowl ("you may cast this card for its spectacle cost if an opponent was dealt combat damage/lost life this turn").
All GRN mechanics were very simple, so I wouldn't get my hopes up too much.
Menacing Devil (Uncommon) BR
Creature - Devil
2/2
Spectacle (B/R)(You may cast this spell for its spectacle cost if an opponent lost life this turn.)
Menace
It has to be something dumb for it to not require reminder text. As complex as Surveil but not as much as Mentor.
They did that with promo cards of Amonkhet featuring Embalm and Hour of Devastation with Eternalize. It's a gimmick to whet our appetites more than a displayed failure of mechanical design.
Edit: Can anyone make out the set symbol? It looks like either a concave stadium roof.
