Sure it isn't Walking Ballista, but I have this feeling its going to be deceptively over-performing in the future, mainly because the way WotC has been costing cards this set (CCCC/CC anyone?) shows they're clearly prepared for the upcoming manabase-based format in Standard and I would't write this card off for the format. It might not be an all-star, but might be the handy prop for some decks that otherwise wouldn't hold up as well without it, mainly because it's still flexible even if it's a tad slow.
Of course, that means at best it spikes to mid-prices because it's a clearly inferior choice for basically every other format, even in EDH (same disclaimer that with the exception of newer players who don't have/know of the generally better choices).
Dear WotC: STOP IT!!! Stop nerfing the hell out of artifacts in non-artifact focused sets and stop makeing artifacts overpowered in artifact foucsed sets. STOP IT!!!

My insticts say this is better than it looks. At least it's flexible. In a guild (2 colour) deck you'll get a bear that kan pew-pew up to two times, and if you have ways to grow the counters, even better. Sadly, I'm a Commander player, and WUBERG doesn't come up often in an Artifact commander deck, so it'll quickly run afoul of colour-identity restrictions. All in all it has potential, but it was designed to be a little bit too save and not be another Ballista.

Oh sweet, we can still go infinite with Arcane Adaptation! The only problem is that I don't recall if there is anything that still lets someone drain life for creatures going to the graveyard.
poison-tip archer says hi, but then it's a sultai deck. Maybe make it also Muldrotha?

First off, chill out. Wizards isn't even going to read this, because employees are forbidden by policy to look at sites where they might see unsolicited material.
Secondly, it's called a swinging pendulum. When the set focuses on artifacts, you'd better darn well believe they're going to push artifacts, though they've also acknowledged in the past that too many pushed generic-cost artifacts is hazardous to the format.
Which brings me to my third point: Artifacts aren't supposed to be as good at most things as the colors that regularly do them. You think they're going to make a pushed artifact in a Ravnica set? Maybe if it's Chromatic Lantern, but that's about the best you'll get. The fact we got an artifact creature that actually scales pretty well for its cost and has the ability to recur itself at all is a small miracle.
I believe the best solution in the future is to have more colored artifacts like the God weapons and the Gearhulks, even in artifact-focused sets. In fact, an artifact-focused set is probably the best place to have colored artifacts, like with Esper in Alara. Colored artifacts are safer to push so long as they stay in color pie.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
