I'm starting to wonder if Rakdos is getting "Hellbent" (or at least something that's closer to it than it is to Unleash) back... sure, the name, art, flavor text of the card screams Izzet, but there's no Izzet watermark and a lot of the mono-color cards synergize between guilds... (well, even Surveil synergizes with both Izzet and Golgari).
I can tell you 3R is a whole lot easy to cast than 2UUU with Magus of the Future and Future Sight, both of which are some of the most powerful cards in Magic.
If there are a number of shuffle effects in Standard, I believe we have a new archetype?
I don't think so. If this comes down too early then you can prevent yourself from playing Magic. At 4CMC, most cards you reveal from the top should be castable. If not, blow it up.

First impression thinking of combos is that the biggest problems are going to be getting past lands, and getting past the second copy of this that's in your deck - since it's effectively going to be a 4-mana tax before you can keep digging.
I don't THINK it's playable in Modern, but the way I see it, it's unlayable or someone is going to figure it out and there will be an emergency ban. i don't see much in between

Project Booster Fun makes it less fun to open a booster.
Considering people dump their hand to Flame of Keld, this seems a good way to create card advantage later on when you are low on hand anyway. It's like a colorshifted Precognition Field, but without the instants/sorceries only clause. Pretty cool.

Very nice! After turn 5, mono-red Goblins or Wizards in Standard has 0 or 1 cards in hand so this provides mid- to late-game fuel to keep you going. Hellbent? *shrug* Play a Mountain from the top of my library followed by another copy of Wizard's Lightning.
Works really well with jumpstart. Can’t cast cards from your hand, so might as well use them for the discard cost of jumpstart (Also works well with madness if there’s a discard outlet on the battlefield or in the graveyard).
