So it is a one-shot Hedonist's Trove that doesn't let you play lands. Still, you get to cast the best card from among all your opponent's graveyards--there is value and potential there.

I mean, unless its stealing away mox amber for 3, the lack of free spells and rituals in standard means that as a 3 cmc sorcery that doesn't let you untap with the cards, you need to be at 7 mana just to get a single 4 drop from their bin. With Gonti, Lord of Luxury you could untap. What kind of contrived state would you have to be in to cast more than 1-2 spells from an opponents yard before turn 20?
The only use I can imagine is if someone finds a crazy combo based on flickering the opponents graveyard, ie something that triggers on those cards changing zones.

Because the five guild mechanics have very different functional spaces to fill and one of the ones Surveil does is enable two other mechanics.
AND the color parity isn't between guilds but between multicolor cards because asking for an exact parity in the monocolor is insane.
And Surveil is a mechanic that to have an relevance to the game would need to exist in smaller numbers over more cards than only at larger numbers across a handful?
And Dimir seems to be the defacto hero of the block as the one guild fully aware of Bolas's nonsense and doing something about it.
So yes, Dimir has four watermarked mythics, but two of them slot perfectly well in two other guild deckbuilds. The only reason the Monowhite and Monored mythics aren't watermarked Selesnya and Izzet respectively is because the red one isn't an instant/sorcery and the white one would be dumb with Convoke.
Well I guess this makes up for Dimir getting the short end of the stick last time we were in Ravinca. Surprise 4 mythics!!!!!
But in all seriousness I agree, Dream Eater and Doom Whisperer can be put into many decks. The only reason they’re watermarked Dimir is due to Surveil. Other wise, I think I may run Dream Eater in my Izzet deck. It goes good with Jump Start :). I’m also pretty sure Doom Whisperer can be good with Golgari overgrowth and in the future Rakdos. I’ll go as far as to say Surveil could be our next “evergreen” mechanic.

It exiles itself because, due to rules interactions, Yawgmoth's Will ends up exiling itself. It likely has all those other features (sorcery speed, no mana discounts, no Flash-granting, no cantrip, etc.) to mirror Yawg Win. As you can probably tell from the nickname "Yawg Win", Yawgmoth's Will is such a powerful card that the only power creep they stuck on Mnemonic Betrayal is the mana colour/type converter. (Put it this way: Yawg Win's pale younger brother, Past in Flames, is the linchpin of a Modern UR Storm deck that has weathered several bans and resurged in popularity recently, and PiF is also a persistent tutor target in Legacy Storm decks.)
Pretty much the only Modern deck I can see this in right now is Jeskai Ascendancy combo as a Glittering Wish target. It's massive temporary card draw in the right match-ups in a deck that can ramp like heck. The Ad Nauseam-Angel's Grace combo deck is in the right colours and can ramp like heck, but it's probably better off reserving that mana bump for its namesake combo cards.

Ravnica 2: Everyone ignores Cipher as a confusing and low-impact mechanic. (and presumably more milling theme..I don't even remember, lol).
Ravnica 3 Pre-Planning Meeting: "Hey, let's make sure Dimir actually DOES SOMETHING this time around." *Cheers of agreement*
That, and Bolas is already aligned with them. He's planning a sneaky coup/invasion type of thing. Given their guild's m.o., they basically HAD to play a much bigger role this time around. How to do it.. Give them a very spikey mechanic and give them lots of splashy rares/mythics to make sure everyone wants to try out Dimir this time

The Dimir are the only guild fully against Bolas in this set. They don't like sharing the infiltration of everything on the plane with some invading elder dragon.
