Well, it is a Browbeat card, but when they're repeatable, they're actually playable.
This one is sort of in-between, with two iterations. Though "draw three cards" is always good, and "do eight damage" should finish a player off.
Meh, if you can't do 12 damage by the time you want to draw three cards, hand over your mountains.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Hmm, noticed that singles pre-order price of this card is slowly climbing. Started off as 1.49 on SCG a few days ago, yesterday it's 2.00, today it's 2.49.
Yeah, this is gonna hit $5 or more at release, it's instant card draw for red, the color that usually doesn't even get card draw.
Which is why I intend to pre-order while it's still in the 2 dollar something range.
Anyway, we will be testing this in our RW Modern Burn.. clearly not a 4 of, but maybe 2 to start. An opponent would only probably give the draw 3 if they would die from 4 damage, so the home of this card should be a burn deck.. where the rest of deck also pressures the opponent. In theory, they give the draw, I draw more Burn which will end the game - however, that's only in theory... needs some real tests to know the real value of this card.

That's comparing apples to oranges, chainwhirler is 3 red so it can only be played in mono red decks. Risk factor is splashable in any deck cause of its one red requirement.

In a deck where almost every spell burns the opponent, the 4 damage from this could be a finisher... or we are allowed to draw 3 cards that will get more burn to finish the job.
Being able to do a potential of 8 damage I the head with one card is devastating, or you can draw up to 6 cards instantly with one card also... In red.
Oh, that's actually 2 cards for potentially 8 damage to the head.. because you have to discard a card for the jump start.

I'm a strong believer in Risk Factor and will put the full playset in my deck for the upcomming standard.
This was one of those cards i preordered early and will probably be good enough afterwards.
The trick to breaking this card is using both modes as an advantage, which i probably can.

You cannot use the jump start ability if you don't discard a card, so you need two cards -- the Risk Factor and another card for the jump start.

The dead land draw counts as one card for card disadvantage and presumably deck building purposes. Hoarding lands for Tireless Tracker is the same deal--you need to hoard a card just to make another card good, especially one you haven't drawn yet.
Well, if you draw a dead card off the first cast, you can always discard it for the second. If you can't draw something useful in six cards, even another Risk Factor, then you're either extremely unlucky, or you've built your deck wrong. This thing is either 40% of your win con, 20% of your win con with gas, or pure gas. A full set of these will either end your opponent with damage, or draw you a maximum of twenty-four cards, almost half your deck in Constructed, which will then end your opponent. Does your opponent take 8, or risk letting you draw your Lightning Strikes and Wizard's Lightning? Even a mix of the two will quickly close out the game.

Yeah, this card is good and it can become great in the hands of players with a good poker face. If a player wants to use it for burn then they hold a few burn spells/creatures in hand and pretend to have run out of gas and make the opponent think their hand is full of land. If they want the draw then they just need to aim the burn in their hand at their opponent and get the opponent to around 6~7 life, so that their opponent is afraid of losing to a top decked burn spell if they choose to take the 4 damage.
It seems to be having some use in the new Steamkin deck.

Definitely, a lot of people forgot that Browbeat saw some play because it was the only punisher card that could put the opponent in a situation in which both options are pretty much equally bad, and Jump-start and instant speed make this much more powerful.
I'm putting together a monored deck in MTGA, and Risk Factor together with Guttersnipe is just nasty, the opponent is looking at a potential 12 damage out of a single card, or letting you draw a new hand plus 4 damage, so either way you're getting screwed.
Electrostatic Field is a good backup to Guttersnipe. Even that extra 1 damage means just two of these can end the opponent. And if they give you the draw? Hello, Lightning Strike and Direct Current! Outside of Standard, you have Fiery Temper as most excellent discard fodder for Jump-start.
