Yeah, I see this as too low impact too. May have been usable in a world with Heroic, where the act of targeting one of your own creatures was inherently good so getting two targetings out of one spell was great...
But as a sorcery? Just too low impact to be worth a card. Sorcery means no combat surprise fun like with Arbor Armament or Burst of Strength or Hunger of the Howlpack or Nature's Panoply. Two counters for one mana is a pretty good rate if that's exactly what you're looking for, with no further upside. One mana with no additional utility? Feels weaker than two mana and a major upside like Travel Preparations.
If Cartouche of Solidarity didn't create a soldier but allowed you to place a +1/+1 counter on a different creature instead as its ETB... and didn't have first strike... it would have effectively been this. Would people have used such a card?
Sorcery speed is perfectly fine for Gird for Battle. Turn 1 Goblin Banneret, turn 2 Sunhome Stalwart, turn 3 Gird for Battle, attack, mentor the goblin to 3/3, activate its ability, and now you have a 5/3 and a 3/3 first strike--that's a pretty good start. Sure, your opponent could have removal--or, rather, they had better have removal or a couple of chump-blockers which can trade.

Haazda Marshal is dope, and it's good to see Battalion back in standard. I can't decide on whether I'd run it in a White Weenie, Boros Mentor, or Boros Midrange Angels and Soldiers deck.
It probably got bumped up because it makes mentor a bit more insufferable.
I like the way you put that, but, yeah, mentor looks like it'll make token decks a bit strong, certainly in limited. I'm even looking through to see if any mentors are good enough for EDH, so, yeah. (Which was one of the factors in why battalion is remembered poorly. Though to be fair, there are four battalion cards that see play in EDH, so, almost one in three.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
