So, wanna bet Dispersal is an anti-Boros card? You can't just bounce a one-drop.
It definitely feels multicolor; that's the only reason it's so much more expensive than Recoil. Well, that, and having Surveil Opt on the other half.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Realized that dispersal is an instant. Makes it somewhat better. I find it funny that they thought they needed to put non-land in there. I think it woul dhave made the card more interesting if it could bounce lands. I mean, it would only be relevant in control mirror, mostly, and would add something new to their repertoire. It's not like boomerang was ever oppressive.
We /could/ still get a one-mana non-split surveil and draw, but the probabilities are slim.
Turn 1 Opt turn 2 Discovery seems solid. In later turns, Dispersal during opponent's turn followed by Thought Erasure on your turn should guarantee that you get rid of whatever large threat they thought they were going to use to beat you.
Discovery looks like a 2 mana preordain. And a 2 mana preordain is still good.
And possibly more crucially, it's a 2-mana preordain that a mono-black deck could run (and fill its graveyard all the while, something mono black decks tend to like).
I kinda expected there would be a mono-blue 2-mana instant that did 3 (Telling Time / Anticipate)... I wonder how much the added versatility of the split caused the cheap side to be weakened relative to how strong they could have gone on a non-split.
Yeah, this makes sense given preordain. They could have made it like a scry 1 and draw, though.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Odd that Dispersal specifies nonland, since it would only hit them if your opponent had nothing but zero-drops anyway. Doesn't seem worth the effort to avoid such corner cases.
Maybe this could become a tech card for Legacy Grixis Control?
It does give you some leverage against True-Name Nemesis or Jace, the Mind Sculptor, bouncing at end of turn to either catch them without cards in hand, or counter them on the way back down, or setup for a Hymn to Tourach, Thoughtseize, etc. It is an awkward and slow way to attempt to deal with the threats, however this is the tacked on part of the card that otherwise is a decent cantrip. Having at least one extra way to deal with threats in a deck that already focuses on discard, seems like it could be good.
Like there might be enough going on in this card to warrant replacing one the cantrips, or maybe Diabolic Edict in Grixis Control?
And being able to use black mana for the cantrip part, is not nothing either.
GENERATION 12: The first time you see this, copy and paste it into your signature and add 1 to the generation number. It's a social experiment.

Phyrexian Scriptures and Vona's Hunger are cards, I guess. :/

Not sure how dangerous it is to give black nigh-Strategic Planning, but this one could be fun.

That would be a $70 foil and banned in every format... Oh wait.

It's mainly a cheap(ish) cantrip that fuels delve Gurmag Angler or Murderous Cut, or provides additional targets for Snapcaster Mage and Kolaghan's Command.

Not unplayable bad, but at 2 mana and sorcery speed you already stretch a lot in older formats.
