The Russian card is Skyknight Legionnaire (2/2 flying, haste)
Pretty cool to see it reprinted again, it has been in every Ravinca block. And I think I prefer this art to the previous ones.
Satyr Wayfinder is a 1/1. This is a 3/1. That's a pretty sizeable difference. It's not like they took a Satyr Wayfinder and made it strictly worse. They made its ETB ability weaker in exchange for making it a more relevant battlefield body. As a second turn play, a 3 power creature sure matters more than a 1 power creature.
It mills one fewer card, but the fact that it doesn't have to be a land put into the GY from her ability, just any land that happens to be there, she has potentially better late game applications. Also two more power, making her better a good chunk of the time. Oh, and she is a viable tribe.
Elf tribal probably isn't going to be relevant to the golgari strategy. That being said I would have preferred if her ability could put any permanent back on top, even if it were just from the cards she specifically milled.

You have to be pretty mana screwed to want to use the elf's ability. And if you are in that position, you're not going to be happy about waiting a turn and sacrificing your next draw step considering you're probably playing from behind at that point.
Between cards like this shaman, Vraska, Underrealm Lich, and surveil, I'm really hoping for a decent reanimator card soon. Filling the graveyard is great and all, but I we haven't seen any good undergrowth payoffs yet.
I think this is the best Legionnaire art yet. Makes up for Gatecrash's pin up girl. And that's coming from a guy who likes him some fanservice.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Squadrons of skyknights are round-the-clock ready for duty. They can reach any place in the city in a few minutes.
Enablers and does not have to borrow much from dimir. 3/1 is not too shabby also.
And Skynight Legionnaire is the Giant spider of Ravnica.
