I don't know about you, but I like all of my cards to have good art- the commons no less than the rares. Sure, rares are big exciting cards and generally see more play in constructed, but the commons are the cards you see a million times in limited, so you want to them to look cool too so limited isn't a bland wasteland of art.
Would it have killed them to make this 1B casting cost?

Would you prefer that most cards in the set have terrible art while only the competitive cards have good art? Is that how you would divvy up art commissions if you were in charge? Commission some high-school deviant-artists to illustrate cards like this and devote the entire rest of the budget to cards like Assassin's Trophy?
Personally, as this is a card with a pretty iconic and easily reusable effect and name, I would be happy to see it reprinted in many sets going forward, and I would be equally happy to see it reprinted with this exact art in future core/reprint/Ravnica sets.

To be fair, putting the money into the cards that see the most amount of play would be a 100% good business decision.
If a card has great artwork and ends up as garbage , it will be a massive waste of money to produce that card.
Great art is a big seller for cards, as people will prefer artwork they like and versions of cards with special artwork.
So its literally in the best interest of the business and the people to have the best possible artwork on the best possible cards ; which does not mean that the other art is "terrible" , but if you have to choose where you push more money into, its better not be the garbage material card that is "guaranteed" to not see play ever.

What on earth are you complaining about? Are you surprised to see not very powerful cards at common revealed? Outrage, WotC prints cards that don't look constructed playable at common! Every single ******* set revealed is like this. If you are not okay with this, maybe you shouldn't be playing this game at all. Or, at least, you'll want to stop complaining about the symptoms of the 'problem'.
There's no way something as broad-hitting and versatile as this would cost 1B, when you consider its nearest inferior cousin is Distress for BB. Plus, this exiles rather than discards, and can act as graveyard hate. It's worth the extra mana.

This art is disturbing and unique, and they were using it in their advertising earlier, it had me interested in what the card would be. The actual effect of the card is quite dull; a slight variation on something we've seen many times before, and thus my interest and anticipation was not rewarded, leading to disappointment. Note: I did not say good, bad, competitive, expensive, or anything related to any of that, I said bland. I think that Assassin's Trophy is bland too, and it has fittingly bland art.
I don't get all the hate for this card. I usually used Doomfall for the hand mode anyway, and I will use this as a substitute in the board. I'm happy with this card.

I mean, the go-to for 'look at someone's hand and discard any card in it' is Coercion, still, no? This has broader application and costs the same.
Edit: Ah, nonland. Yeah, it's a bit worse that way, but hitting the GY (and therefore never bad in a dedicated discard deck) might make it worth an extra mana.

Again, you're fixating on competitive playability, I'm just talking about uniqueness. When I saw this art being used promotionally, it really caught my eye, it got me interested to see what it would end up being. They don't comission art at random, they give direction of mood and content to the artist based on the intent of the card, and a final result like this one had me very intrigued to see why that Dimir agent was pulling thoughts out of that man's eye. The art is a major feature of Magic cards, and I like to see good art on all cards, it's just that this piece seemed like it would be attached to a more unique effect, and it wasn't.

I was just anticipating a more complex or unique card when I saw a picture of a spy stealing thoughts through someone's eyeball.
... Why is Wizards of the Coast ripping off One Piece? We literally just got done with an arc with a character that could pull a film strip out of peoples heads and clip the memories out.

Is this the first time we’ve seen a targeted hand reveal/discard/gy hate card?
It’s not overly strong at three mana, but I quite like the effect.
It's vaguely reminiscent of Psychic Intrusion in that way,
but to me, it feels more like a more expensive Castigate that's also capable of mediocre graveyard hate.

I like that this could remove a Bridge from Below, and none of my creatures have to die.
