Nice. A good reprint if the Standard meta starts coalescing toward 3-4-5 color goodstuff decks. Catches 2 of the biggest threats in the format right now, too, in Rekindling Phoenix and Teferi, Hero of Dominaria.
I used to run this along with Pillar of Light and Lightning Strike, per my brother's suggestion. According to his research, during Theros-Khans Standard, there wasn't a single creature that trio couldn't deal with.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I've always disliked the previous artwork for this card, I personally like this version the most. It's not anything to do with technical quality, but the effect of having pictures so small on cards means that some stuff just doesn't translate, and the previous versions didn't tell a story to me, something relatable to the card name. It's not that this art is amazing or anything, but will definitely be my preferences to put into decks. Which is a staple I put into any blue deck for commander.
I like this one. The flavor text says: "Laws only apply to those who cannot see through it."

"The Politburo has decided. You will be new General Secretary! I said please find a better candidate! I'm really not being modest; I'm the Party Secretary of Shanghai, why should I be going to Beijing?"
It's an Azorius piece of countermagic, anyways, so the jury is still out on that one.
The art would suggest that the law no longer exists.
Yeah, Ravnica is basically "We'll give you a happy ending...for now." Actually, Wizards does that a lot, come to think of it:
Dominaria: Bolas is back, Phyrexia is back (and unwittingly enabled by Urza and Karn), the Cabal was recently dealt with. (Not to mention all the times planeswalkers messed with space-time nearly ending all existence.)
Mirrodin: Urza and Karn weren't the only ones who enabled Phyrexia. And Glissa and Geth seem to have joined of their own free will.
Ravnica: This is the third time we've had the guilds stabbing each other in the back due to a grand conspiracy.
Innistrad: Well, first, it's built into Sorin's enchantment that created Avacyn. (Basically, Ugin and his acolytes all have the same philosophy as Thanos-19999, that there is a balance to be kept, and sometimes that means breaking a few eggs. A few...trillion...eggs.) Secondly, all of the various things that go bump in the night? Yeah, that's not the problem. Remember what the crew of the Enterprise said about if a Genesis device is used on an inhabited planet?

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Anyone have any idea what the flavor text says, by any chance?

On phasing:
Of course, that was before the days of Carnage Tyrant.
Good catch. But, Sylvan Caryatid wasn't a threat on its own, and Anger of the Gods could take care of it.
