They are really trying to sell Dimir as an Limited Archetype with... an Uncommon 1/3 Vampire that drains 1 life.

Rain of Notions has a really cool art, and I do enjoy the fact it's a Common. Pretty Matrix-ish. As said above, however, it's just another rehash design for Dimir.
I don't mind that Dimir gets a lot of rehash designs, they are all quite powerful rehashes. Also Lazav really develops to one of my favored characters just from flavor text alone.

Well hello again, Read the Bones. It's hard to be excited about Surveil as a mechanic when they literally just keep giving us scry reprints.
There was a time when I would have vouched for Scry as the Dimir Guild mechanic. But since they made it evergreen, I can see why they opted for a similar but different mechanic. One that happens to synergize nicely with Jump-Start and Undergrowth, which Scry itself would not have done.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

Why the first time only? Are they afraid of a runaway surveil combo? I don't think we've seen anyway of surveilling more than once outside of playing multiple spells.
Edit: I mean, compare to the old extort Orzhov mechanic that could drain for every spell. Wel, at least it does not have an activation cost.

Because we've seen a significant amount of these cards before. I understand that Surveil is "better" than Scry, but for a huge majority of cases they will end up functionally identically. Yes, obviously there are exceptions, but for the most part it's like WotC took an evergreen keyword and turned it into a guild mechanic. It doesn't help that they are literally just reprintingcards by replacing Scry with Surveil. They're not even doing anything interesting with it. Give me something that actually showcases the differences between Scry and Surveil like: UB

1) Because the design space explored by these cards is the exact same as Scry, but that's admittely not Surveil's fault. There IS a bit of design space where Surveil could be interesting, but Wizards' card design for Dimir in this set is shitty and uninspired. And in the end of the day, I don't want to play with strong cards, I want to play with fun and interesting cards.
2) Because Surveil by itself as an awful linear mechanic. Surveil brings nothing interesting to deck building, and is boring to draft, which is a major problem because, as I said in a previous thread, the whole point of Ravnica is to play/draft as your two-color Guild. This is literally the only thing that separates Ravnica from every other multicolored Set in history, like Tarkir or Alara. Right now, from the cards spoiled, playing Dimir is just playing Izzet with splash B or Golgari with splash U.
3) Half of the time Surveil is just Scry. As long as you don't bin your cards, or if your deck has no Graveyard synergy... it's just Scry. That is simply not interesting by itself, which once again wouldn't be a problem with clever card design, but once again, see point 1.
Everyone dissatisfied with Surveil in no way is saying that the mechanic doesn't leads to powerful cards. It's not about "Card X is better than Card Y because Surveil", it's about "Card X is boring to play with because it's just Card Y with Surveil".
Man, dimir is getting so many unexciting cards with survey that i m really no doubt i m a selesnia/golgary man this pre release. Hope Rakdos and Simic gets good mechanics and nice cards this time.
these have got to be some of the ugliest and blandest artworks ive ever seen on cards. whispering spy is hideous. what the heck is with this awful photo-realism in 90% of card arts these days? they look like cheezy BS from some utterly forgettable sci-fi channel tv series.
and rain of notions is so misfitting. its a draw spell that just looks like some girl from the matrix standing there doing NOTHING. background remaining as GRAY as possible?
MTG is one of the worst looking card games around these days. its very sad
