I've yet to see where all the surveil stuff is going beyond setting up your draws. Surveilling so that you get to draw your 1/4 for 3 or 3/2 for 3 does not yet seem like a payoff. Will it only add up to digging for your bomb in draft?

I think Surveil will also set up anything that brings cards back from the graveyard, so you can stack what you have there.
It's a good question, pierrebai. At the moment, it seems that yes, it's just filtering. Clearly Blue Jump-start and Black Undergrowth cards interact with it, but I'm sure that there will be others.
A clear design would be 'whenever a card goes to your graveyard from anywhere, each opponent mills a card'. And we know from blogatog that Dimir is going to have a mill subtheme at least.
Another possible design would be a black Narcomoeba-like card. Something as simple as Reassembling Skeleton would also work.
7 Dimir cards spoiled, and every single one of them has been a disappointment design-wise. Wizards really has no idea how to do interesting UB cards huh.
Either way, Dimir Informant seems solid. For 1 more, you get your Omenspeaker with 1 extra toughness and a slightly stronger ability. As for the other guy, Hired Blade was kinda bad in M19 and Surveil 1 doesn't seems like a huge game-changer.

Surveil doesn't really have anything to do other than filtering. It's just like scry in that regard and arguably better at it. It already has obvious graveyard synergies, so I could see one or two cards actually caring about the CMC/power/card type of a card you "surveilled away" or something like that.
Sure, surveil is a good evergreen-like mechanic, but could you imagine if Izzet's mechanic had been scry? For now, there is no intra-Dimir payoff. It's weird that the biggest gainer so far is playing Golgari cards that care about bodies the GY or Izzet cards with jump-start.

This. The whole point of Guilds is that it allows you to draft a focused, linear strategy in your Guild's colors if you so desire. This isn't Alara where you draft as much color fixing as possible and do Five Color Goodstuffs during half your drafts. This is Ravnica, the City of Guilds. And right now one of the Guilds seem to be a cute support color combination for when you want to draft a real Guild.

Noticeably better Scry is its own payoff and Dimir using other guild spells for its own benefit is a flavor win.
So, flash is red's flying now? (Albeit without any sort of anti-flash abilities, which oddly enough are the province of blue and white more.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

That said, I'm sure people raining on Surveil hasn't seen the good ol' mill tack onto everything it was just a nightmare for Dimir fans.
