I just love how every spoiler season is "hot garbage" until some pro find an "hot garbage" card that's very good (because the average mtg player can't properly evaluate and/or design a card/mechanic) and then the set becomes "wow, this set is actually very cool!"
Judging the whole set from just limited fodder that frankly, seems pretty cool in limited... Never change, mtg fan base, never change.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Maybe. I've never felt like effects along the lines of crippling chill were that powerful to begin with, but this is the one card that I think I might be underestimating out of the bunch.

See, I WANT to like this mechanic! I want to see even the commons and feel like there's something worth building with in them. Then you give me a card that's 3 times the cost of it's base while also being slower and I can't help but feel let down a little. The ONE good thing I can say about the card is that it matches well vs the Boros cards revealed today since it nabs a hammer dropper for one less mana. It still feels pretty awful, so here's to hoping the uncommons are a little more inspiring.
I look at radical idea as giving you the ability to cycle a card. When evaluated that way it's an obvious fit for blue base control that is aboit to lose all its cycle goodness.
It will likely be pitched to azcanta (because no need to draw and cast it) and then used to cycle something later.

It's probably costed the way it is, and at sorcery speed, because even with our limited knowledge of GRN, we already see two expensive Mentor creatures, Hammer Dropper and Barging Sergeant, which both die to Direct Current. In limited, if this was cheaper or instant speed, those cards would be completely unplayable. It seems to be logical in that sense, I suppose.

If there is a playable Izzet deck around, this will at least have a sideboard slot being able to say "your 5/4 Fatty can't smack me in the face and I hit you for two" can do very well for a Control deck, even better if you can keep The Fat 12/12 Dino With Trample locked down for two turns.
Radical Idea is best described as 'Cycling 1U, While this card is in your graveyard, you may exile it to give one card in your hand Cycling 1U.' And that isn't terrible. Especially if you're working with other mechanics who want to be in the graveyard.
The tap card is... interesting, certainly. Each copy in your hand is two creature-turns of 'no' and 4 damage to your opponent. And unlike many versions of the card, you have the flexibility of when the creature-turns are applied. Also, it's in Blue-Red, not the much more common White-Blue, which means it's an tempo play, not a control play.
As far as the 4/4 Vigilance Convoke Centaur goes, that thing looks... pretty scary. Healer's Hawk into Emmara (both justifiable cards in their own right for a Convoke deck) makes it a t3 4/4 Vigilance, and also grants you a 1/1 Lifelinker. That curves naturally into a t4 Ghalta, Primal Hunger in Standard. (1 + 2 + 4 + 1) </ClueMovie> The fact that it can attack and still Convoke for shenanigans is just icing. (E.g., if there is a +2/+2 Convoke instant for 1.)
Something else that should probably not be overlooked with Surveil and Jump-Start in Standard, at least, is that it allows filtering of excess Legendary cards.
But yeah, I've got nothing about the overly costed Shock... I mean, MAYBE it will see play against Boros (who currently only have one card of 5 or so that can survive it)... but eesh.

Yeah, maybe if Rakdos gets Madness or something similar, it might be a bit strong at 2cmc. As for your reason, I would say that the low toughness is a deliberate weakness and therefore it shouldn't warp other cards.

You guys are crazy if you think 1R two damage burn jump-start common would ever exist.
The split between common/uncommon/rare is made with limited and very low collection kitchen tables in mind. If the low budget izzet deck is frying all the 3/1 low budget boros mentors then the burn have to be nerfed, simple as that. Common cards are not balanced with tournaments in mind.

If Tormenting Voice were a blue Instant rather than a red Sorcery it would be an amazing card.
